The two-story brick building at 1199-1207 Franklin Avenue originally was an Avery Pontiac dealership which opened in 1909. In recent years, the building had been converted into a warehouse and then became a residential space for artists, even though the owner at that time never obtained a certificate of occupancy. In March, city code-enforcement inspectors cleared more than a dozen tenants from the building after finding electrical problems, obstructed exits, a lack of smoke detectors and a common area filled with cars and auto parts. An application for Columbus City Council zoning variances notes that the new owner, 1199 Franklin Investments LLC, wants to redevelop the 22,500-square-foot building into 15 apartments, plus 7,550 square feet of commercial space, including a restaurant and outdoor patio, and a 15-space parking garage. The owner also wants to build a 34-space surface parking lot and to landscape the area (it wasn't clear if this was referencing an existing paved lot along two back alleys diagonal from the building). ... The Columbus Historic Resources Commission recommended at its November meeting that the variances be approved. (Cost: $15 million) • The first phase of the Legacy Pointe at Poindexter apartments is complete, with 86 of 87 units leased. ($24.5 million) • Construction of the second phase, also 87 units, began in 2016. The housing authority is just starting to get certificates of occupancy and people will begin moving in 2018. ($21.9 million) • The final phase will be 159 units at a cost of $38.3 million. The housing authority is looking to close on tax-credit financing in the first quarter of 2018. • In December 2017, Columbus City Council approved the last $2 million of the city’s $8 million commitment to help pay for rental housing on the site. The city has also committed $16 million for infrastructure improvements in the area. • The Poindexter Place units are a mix of market-rate housing, apartments financed with low-income housing tax credits that have income restrictions, and units occupied by tenants with federal housing vouchers. Monthly rents for one-bedroom apartments range from $600 to $800. • Meanwhile, the Ohio History Connection (formerly the Ohio Historical Society) continues with plans to convert the two remaining original Poindexter Village buildings into a museum, the state’s 59th historic site, to preserve what was built as the first public housing complex in Columbus. The tentative opening date is in 2022. OTHER DEVELOPMENTS AROUND POINDEXTER PLACE ON THE NEAR EAST SIDE: • CMHA also will convert a former early learning center on North Ohio Avenue into 10 market-rate apartments at a total expected cost of $2.6 million. • But plans for a grocery store in the neighborhood haven’t materialized yet. Nor has a renovation of the vacant Pilgrim Elementary School on Taylor Avenue owned by PACT (Partners Achieving Community Transformation, a consortium of the City, the Housing Authority and the Ohio State University). • $200,000 is being offered by PACT and Fifth Third Bank for exterior home repairs for 20 homes. And a neighborhood safety program and a community cleanup day are being organized by PACT for 2018. • Columbus Next Generation Corp. has selected Borror Development of Columbus and Kingsley and Co. of Cincinnati to redevelop the McNabb Funeral Home site at 818 E. Long Street into offices, retail and residential space. • CMHA also continues a $31 million renovation of 253 apartments in the Trevitt Heights complex, along I-670 northwest of the Poindexter Village area.

February 6, 20187 yr Condos Planned for Vacant Lot on Bryden Road A proposal to build a 15-unit condominium building at the northwest corner of Bryden Road and Ohio Avenue is moving forward after being reviewed by the city’s Historic Resources Commission. Historic Preservation Officer Randy Black said that the project was “viewed favorably” by the commission at its meeting on April 20, with the requested variances receiving a positive recommendation. He added that the developer, Gallas-Zadeh Development, will still need to return to the commission for approval of final construction drawings and materials. February 6, 20187 yr Nationwide Children’s Office Building Rising on Near East Side Nationwide Children’s Hospital is steadily working its way through Phase Two of its Master Facilities Plan, which calls for seven new buildings in and around its main campus. The largest of the new buildings, the nine-story Big Lots Behavioral Health Pavilion, is currently under construction on Livingston Avenue and slated to open in 2020.
