Projects of up to $60M on table

A new $30 million business school is at the top of the project list.

YOUNGSTOWN — Youngstown State University will consider borrowing as much as $60 million to spend on campus improvements as part of its 2008 centennial capital plan.

 

Although no decisions have been finalized on the scope of those projects or just how much will be spent, the university's board of trustees heard a report Thursday from an investment counseling firm, NatCity Investments, Inc., that said YSU could comfortably handle borrowing $40 million to $60 million through a bond issue.

 

Dr. David C. Sweet, YSU president, said his administration plans to present a list of possible projects, work time frames, estimated costs and targeted funding sources to the board of trustees before its December meeting.

YOUNGSTOWN — The Youngstown State University Board of Trustees is looking at borrowing more than $58 million to help finance $101 million in campus improvements.

 

That's the projected share of the total program cost that the university will have to come up with, if the trustees decide to move forward with the centennial master plan as proposed by the administration.

 

The plan isn't final yet, and the trustee's Finance and Facilities Committee is scheduled to address the issue at a meeting Thursday.

YOUNGSTOWN — Youngstown State University trustees' finance and facilities committee now proposes borrowing $40 million for a centennial master plan, rather than the $58 million previously discussed.

 

Hunter Morrison, the university's Center for Urban and Regional Studies director, said the lower figure reflects putting some projects on hold. "The projects still reflect YSU's commitment," Morrison said.

The university will borrow as much as $40 million to help finance the work.

YOUNGSTOWN — Payroll savings generated by an early-retirement incentive program negotiated with Youngstown State University's classified employees last year may be used to fund the university's centennial master improvement plan.

 

The YSU Board of Trustees voted Wednesday to authorize borrowing up to $40 million in a bond issue to help fund $82 million in campus improvement projects over the next six years, all tied to the university's 100th anniversary in 2008.

 

Other funding sources are: $34 million in state capital funds, nearly $3.4 million in philanthropic gifts, $2.8 million in internal funds and about $1.2 million in federal grants.

 

Indications are that employee cost savings from the retirement incentive will be more than sufficient to cover the debt service on the $40 million in bonds.

Master plan leaves Wick-Pollock in shadows

Youngstown State University's $131 million Centennial Master Plan - which includes renovations to campus buildings and establishing a symbolic link between the university and downtown Youngstown - does not include renovation to the long-deserted Wick-Pollock Inn anytime soon.

 

The construction of the University Courtyard Apartments in 2003 and the addition of the Andrews Student Recreation and Wellness Center in 2005 are two completed projects to YSU's Master Plan.

 

YSU administrators announced the Wick-Pollock Inn renovations two years ago, saying that they were to begin in late 2005 or early 2006.

 

The lack of attention to the inn has not gone unnoticed. The Jan. 12 edition of the Tribune Chronicle referred to the Wick Pollock Inn plan as a "flub," while YSU's Student Government Association took initiative on reactivating the inn's garden last semester.

Negotiations to begin for business school

The business school is slated to be ready for students in fall 2009.

 

YOUNGSTOWN — Youngstown State University will enter into negotiations with Strollo Architects Inc. of Youngstown to design the new $30 million Williamson College of Business Administration building.

 

The YSU Board of Trustees' Finance and Facilities Committee unanimously agreed Thursday to rank Strollo, in association with Perkins & Will, as the No. 1 proposal received by the university for the project. The university will now negotiate a contract with Strollo.

The Youngstown State University Board of Trustees Finance and Facilities Committee selected Strollo Architects and Perkins and Will to enter into contract negotiations for the new Williamson College of Business Administration.

 

The final contract will be up for approval at the full Board of Trustee meeting. Rodney Lamberson, principal vice president of Strollo Architects and project manager for the new business college, said that the team is "delighted" to begin contract negotiations with YSU.

 

"It is a very exciting opportunity for YSU and the region. This has the opportunity to serve as a link," Lamberson said.

Board approves city land purchase

YOUNGSTOWN — The city's board of control approved a $202,000 land purchase of a North Phelps Street apartment complex that Youngstown State University plans to use as part of its new College of Business Administration.

 

The agreement, approved Thursday, with Earl Calvin of Canfield, the complex's owner, permits his current tenants at 224 N. Phelps St. to have up to six months to move. YSU plans to demolish the 87-year-old apartment complex.

 

YSU wants to use the 0.088 acre parcel for either its proposed $30 million College of Business Administration or the building's parking lot.

Panel to plan new science facility

YOUNGSTOWN — Youngstown State University's president agrees that the school needs a new science building, but he has no timeline for when that might occur.

 

Dr. David C. Sweet issued a memo to science faculty this week saying that planning has begun for a new building, noting that YSU's creation of a College of Science, Technology, Engineering and Mathematics this fall provides an opportunity to build a case documenting the need and benefit of a new facility.

YOUNGSTOWN — Youngstown State University's $82 million centennial master improvement plan has moved a step closer to reality with the naming of two investment firms to handle a $40 million bond issue for the project.

 

The Finance and Facilities Committee of the YSU Board of Trustees voted Friday to endorse the university Underwriter Selection Committee's recommendation that two bond underwriters be hired to handle the borrowing of bond funds.

The second phase of Youngstown State University's East Campus Gateway Project begins this month, after the State Controlling Board approved the release of $1.6 million for the next step in the university's Master Centennial Plan.

 

The money funding the project is from the state capital budget, which is one-time money that is restricted for use on capital improvement projects and cannot be used to fund operational expenses, said YSU's Manager of News and Information Services Ron Cole.

YOUNGSTOWN — For banker Garry Mrozek, handing Youngstown State University a check for $300,000 was kind of like keeping the money all in the family.

 

Mrozek, president of National City Bank, Northeast, is a YSU graduate — twice.

 

He earned both bachelor's and master's degrees in business administration, and the $300,000 gift from National City Bank will go toward building a new Williamson College of Business Administration.
