The plan reimagines 30 acres of Hoboken’s primarily industrial northwest and sets the permitted uses and development standards for the North End Rehabilitation Area roughly bounded by the 14th Street Viaduct to the south, Park Avenue to the east, 17th Street to the north, and the Palisades Cliffs to the west. The Hudson Bergen Light Rail line runs along the western and northern edges. The plan includes a proposal for a new Hudson-Bergen Light Rail station, public open space to connect to a city-wide green circuit, a mix of new commercial and residential uses, a minimum 10 percent affordable housing set aside, a pedestrian-oriented retail corridor along 15th Street, a pedestrian promenade along Clinton Street, and the raising of streets to accommodate underground flood infrastructure. It includes guidelines for establishing a multi-modal circulation network, including integrated bike lanes, shared parking, new parks and open space, sustainable land use and development, and new public infrastructure. Building heights would range from five to 10 stories. A minimum of roughly 1,134 units could come to the area, with the majority of buildings being mixed-use with ground-floor commercial space. Toll Brothers has officially begun pile driving at 151 Bay Street, a parcel formerly home to an A&P Annex facility. The construction activity follows ongoing work early last year that saw the partial demolition of the existing building at the property, which is set to be reborn into an arts destination. Designed by SLCE Architects, phase three of Provost Square will restore the façade on the existing A & P Annex Building and repurpose it as a lobby for a new 550-seat performing arts center. The theater itself will be 26,532 square feet and the new structure will additionally include 17,706 square feet of multi-purpose art space. The remainder of the phase, which will be marketed as 151 Bay Street at Provost Square, consists of a 33-story tower that shares a retail base with the project’s first portion. June 17, 20222 yr wow what a pleasant surprize -- the final two of the three proposed urby jenga towers are moving forward. The second act for one of the largest redevelopments along the Hudson River is finally moving forward as a revamped application has been drawn up for the next portion of Jersey City Urby. Situated a block from the Jersey City waterfront along Greene Street, Urby’s three-tower mega-project heralded a new era of development when it surfaced back in 2015. A partnership between Ironstate Development and Mack-Cali subsidiary Roseland Residential Trust, construction of Urby’s first 69-story tower wrapped in 2016 and quickly set leasing records. The totality of the Urby development was slated to include a trio of 69-story towers with a combined 2,358 residential units, but a neighboring parcel set to host the other high-rises has remained a parking lot for several years. Our most recent update from 2020 indicated that the project might be scaled back, as Mack-Cali’s then-CEO was quoted during an earnings call declaring the original project was “going back to the city” before describing the second phase in smaller terms. The world and real estate market has changed pretty dramatically since then and the companies behind Urby have officially submitted new plans for the parking lot at 191-201 Hudson Street. The total proposal adds about ten more units than what was first pitched in 2015 and seeks to build the final two 69-story towers as the second phase. Both high rises would top out at 677 feet tall and the original Urby designer, HLW International, is still listed as the architect of record on the application. The two towers are slated to consist of 1,606 residences and up to 164 of the units “shall be designated with a hotel use,” a detail never disclosed in the previous Urby proposal. The lion’s share of the units, or 1,128 of them, would feature one bedroom, while 95 studios and 383 two-bedroom spaces would round out the project. The development’s application does not list any affordable housing component at the complex. The ground floor of the two towers would include a combined 32,000-square feet of retail space and listed amenities on the application include a health club. Urby’s final phase also would feature 272 garage parking spaces with a valet option. Jersey City’s planning board has not yet announced a date when the application could be heard, but the submission is a clear sign that the stalled project is moving forward behind the scenes. When complete, the building will offer a mix of studios, one-bedrooms, premium one-bedroom units with dens, and two-bedroom units. The most premium units will offer a private terrace or balcony. The amenity suite will include coworking space, a 4,000-square-foot club room and communal lounge, a game room, a fitness center with a yoga studio, and an outdoor courtyard on the second floor with seating, recreational space, barbecue grills, and dining tables. Additional components include a 650-square-foot retail space and a parking garage designed to accommodate 149 vehicles. The renderings depict an exterior design meant to mimic the look of a collection of buildings, giving more character to the streetscape. This is achieved through the use of varied dimensions, brick colors, and window configurations along the sidewalk. The bulk of the units will be housed in a gray-paneled volume pushed back from the street. Designed by INOA Architecture for developer Israel Weiss of Oceanview Capital Management, the building will debut as Arc Tower and top out at 520 feet above ground, making it Newark’s tallest structure. The residential component will yield more than 300 rental apartments that range from studios up to three-bedroom layouts. Amenity spaces will include a coworking suite, a fully stocked gym, communal lounge areas, and more to be announced as the project moves forward. Additional components include around 1,800 square feet of ground-floor retail space and a small public plaza in front of the building. As the building rises, the outermost curtain wall appears to slice open and reveals the secondary glass enclosure, a design described as a “double skin.” Beyond aesthetics, this futuristic form also creates partially enclosed outdoor terraces and stacked outdoor spaces for select apartments.
