But not always. More than three decades ago in Oregon, following passage two years earlier of sweeping legislation aimed at concentrating where population growth would take place, the governor and an attorney got together to form an organization aimed at keeping the teeth in the measure. The result of the collaboration between Gov. Tom McCall and Henry Richmond was the nonprofit 1000 Friends of Oregon, which was formally incorporated on Jan. 8, 1975...
