The way neighbors explained it, Jason L. Thomas had so many problems with the Whitehall home he bought a few years ago that he didn’t invite many of them inside.

 

He was too embarrassed. Kitchen cabinets were falling off the walls. A ceiling caved in. A few steps on an inside staircase had collapsed.

 

This was supposed to have been the dream home he and his wife, Kirsti, had saved for. They patched what they could, but new problems kept coming up. Bids to get the work done overwhelmed the couple...

But Whitehall officials aren't counting eggs before they hatch.

The Whitehall City School District will see a substantial increase in state funding should Gov. Ted Strickland's proposed $53 million budget be approved by Ohio legislators.  But district administrators know the key word is proposed.

 

Gov. Strickland rolled out the spending plan late last week. The plan includes a 3 percent increase to district coffers, aimed at addressing, at least in part, the state's unconstitutional method of school funding.

 

But despite the hefty increase, not all districts will see the money. While no one will lose funding, the governor's plan funnels bigger increases into poorer districts while leaving others with no increases at all.

FedEx to place center in Whitehall

Operation expected to create 354 jobs

FedEx Ground plans to create 354 jobs in a part of Whitehall that has lost hundreds of industrial jobs in the past few years.  The company will lease space in a $30 million distribution center being built on Poth Road between a former Kroger distribution center and the old headquarters for Oasis Corp., a manufacturer of water coolers.  The center is expected to be completed by July 2009.

Whitehall library expansion plans move forward

Whitehall officials are touting it as a new “centerpiece” for the city.  The new library branch will have six times more land and a building that is twice as big.  Plans are moving ahead as the Columbus Metropolitan Library’s board of trustees voted unanimously yesterday to buy 6.43 acres at 4445 E. Broad Street.  The purchase comes with a price tag of $550,000.  The entire project will cost about $7.6 million.

The new building will increase the Whitehall library branch from its existing 7,466 sq. ft. to about 20,000 sq. ft., said Steve Prater, director of property management.  Conceptual designs still need to be drawn.  Prater expects the project to be completed by spring 2014.  The old building likely will be put up for sale after the move.

The Columbus Dispatch looked at the recent surge of developments projects in Whitehall.  After a period of not much happening development-wise in the inner-city suburb, Whitehall now has two sizeable projects in the works. 

 

- The first project has started construction: a $17.8 million, three-story, 96,000 sq. ft. office building on E. Main Street.  The building will house the offices of Franklin County Children Services and is scheduled to be completed in April 2013.

 

- The second project is a new $7.6 million, 20,000 sq. ft. library to be built on E. Broad Street.  The library is scheduled to begin construction next year and to be completed by Spring 2014.

Whitehall was always a dull place and I don't see that changing with these developments. Their development director sounds very confused:

Our market is young professionals, with children or planning on children, who can’t afford the Short North or Victorian Village and want suburban living, close to Downtown and with lower property taxes.

 

Who on earth would have their heart set to live in the Short North/VV to be able to walk to several destinations, but want suburban living? Not to mention it's close to Reynoldsburg, not Downtown. Indochine Cafe is about the only amenity that's worth heading out there and even if you lived a block away that's not a substitute for living in or just off of the Short North.

I agree, that statement makes zero sense.  It typifies the cluelessness of Ohio's powers that be.

Despite a few snafus, Whitehall students enter new buildings on time

After a long and busy summer for construction workers and planners -- and after passing inspections Aug. 29 and 30 -- Whitehall City Schools students were expected to return to school Wednesday, Sept. 4, for the 2013-14 school year.  The date marked the completion of the district's fifth and final school building -- the new Whitehall-Yearling High School.

 

The district's $78 million construction project has been in the works for five years. ... While high school students filed into their new home for the first time Sept. 4, the building's formal dedication isn't until Sept. 29.

Rec center postponed indefinitely

The plan for a community center in Whitehall has been put on the back burner.  The city's plan for a recreation center on a former U.S. Army Reserve Center site, which was inherited from the federal government, has been postponed indefinitely, Whitehall Mayor Kim Maggard announced during a August 27 Whitehall City Council committees meeting.

 

Maggard told council members it would be "financial suicide" to go forward with the sale of bonds because the city currently can't afford the debt service.  The estimated cost to build the recreation center is $10 million.  "It's crushing," she said. "I want to (build the recreation center), but I just can't do it in good conscious."

Library begins work on 2nd branch overhaul in Whitehall

Old Swad Chevy dealership in Whitehall eyed as new home for Priority Designs

The city of Whitehall hopes to attract the Priority Designs product development and industrial design firm into the former Swad Chevrolet used-car sales and collision repair center at 100 S. Hamilton Road.

 

Whitehall City Council will get its first look tonight at a six-year, 50-percent payroll tax incentive to attract the company and its 50-plus employees to Whitehall from 501 Morrison Road in Gahanna.  Priority Designs owner Paul Kolada said the company occupies about 25,000 square feet in Gahanna for its offices and production operations.  The Whitehall auto complex will offer about 49,000 square feet after the completion of renovations next summer.

The City of Whitehall bought the Swad buildings for $1 million in July 2011 for an opportunity to attract high-paying jobs to the site.  Whitehall Development Director Zachary Woodruff said Priority Designs has an annual payroll of $4 million per year that will generate $100,000 per year in personal income taxes.  While the city will sell the property for a planned $475,000 under the tentative deal, Woodruff said the company expects the design company to add at least $2.5 million in improvements.

Median proposed on stretch of East Main

Whitehall officials plan to invest $1.2 million to convert a section of East Main Street, between Collingwood and Maplewood avenues, into a boulevard, with a median containing topiary and a stamped concrete entrance sign welcoming visitors to Whitehall.  The 150-foot median is the first of other similar features planned for the city's thoroughfares.  The idea is to define Whitehall's boundaries with neighboring Columbus, Whitehall development director Zach Woodruff said.

Mayor Kim Maggard said bonds would be sold to fund the project. "No general-fund revenue will be used," Maggard said.  The bond debt would be retired using future revenue from a tax-increment-financing district that was established as part of the relocation of Priority Designs from Gahanna to the former Bill Swad Chevrolet dealership at 100 S. Hamilton Road.

Woodruff told council members to expect legislation approving and funding the project "sooner rather than later."  Construction should begin in the second quarter of next year and be completed by the end of 2014, Woodruff said.

A second phase of Eastway Village will be constructed after Whitehall City Council, at their Jan. 7 meeting, unanimously approved a special permit allowing construction of the addition.

 

In September 2013, Homeport, a nonprofit organization that provides housing for low-income senior citizens, dedicated a newly constructed campus of 36 one-bedroom and 30 two-bedroom apartment homes at 4237 E. Broad Street.  The organization is poised to build two additional apartment buildings, comprising 28 units.

Homeport has eye on former Swimland site for third phase

Homeport, a nonprofit organization that provides housing for low-income senior citizens, is poised to expand its footprint in Whitehall -- a community whose residents quickly filled the organization's first development.  Sixty-six one- and two-bedroom units were completely leased in advance of a dedication for Eastway Village in September 2013.  A second phase of 32 additional units is underway at Eastway Village, 4237 E. Broad St.

 

Homeport plans to build additional units at a second site in Whitehall if the organization is successful in obtaining federal tax credits through the Ohio Housing Finance Agency, said George Tabit, vice president of real estate development for Homeport. "We are certainly optimistic we will receive the tax credits (needed to finance the development)," Tabit said.  If financing is approved as expected, Homeport would purchase a 4.8-acre site from the city of Whitehall for $300,000, said Whitehall Development Director Zach Woodruff.

 

Located at the southeast corner of South Hamilton and Etna roads, the three-lot parcel is the former site of Swimland, a privately owned swimming pool that closed about 12 years ago. ... The second Homeport campus in Whitehall would be called Hamilton Crossing.  Sixty-four units are planned for the first phase.  Construction would begin no sooner than spring 2015.

The abnormally harsh winter is delaying work on the new 20,000-square-foot Whitehall library branch, which is under construction at 4445 E. Broad Street.  Construction at the site has been suspended until the start of April.  The new $7.6 million branch was scheduled to be open this summer.  This delay is estimated to push the library's opening until late 2014 to early 2015.

Senior apartments get city's final nod

Homeport will buy ex-Swimland site from city, build apartments

Whitehall City Council members at their Feb. 18 meeting approved the rezoning for the former Swimland site at South Hamilton and Etna roads, clearing the way for the construction of apartments.  Development Director Zach Woodruff told council members that while the city is always seeking to increase the number of owner-occupied residences in the city, the project meets another city goal: to improve the quality of the city's housing stock.

 

Homeport, a nonprofit organization that provides housing to senior citizens, is expected to purchase the 4.8-acre parcel from the city for $300,000 -- the same price the city recently paid to purchase the land from the Ethiopian Orthodox Tewahedo Church.  The city is assisting Homeport in obtaining federal tax credits for construction of the first phase of the development to be known as Hamilton Village.  The first phase will include 68 units in a three-story building, Woodruff said.  It would be the second Homeport campus in Whitehall, following Eastway Village, 4237 E. Broad St.

Proposal calls for fitness center, additions to house more amenities at Community Park building

A $4 million proposal to renovate and expand the existing activity center at Whitehall Community Park, 402 N. Hamilton Road, appears to have the support of the city's administration and council.

 

Steve Carr, director of the Whitehall Parks and Recreation Department, and Bill Baker, a principal with MSA Sport Architects, were among those who spoke about the proposed renovation at the March 24 meeting of Whitehall City Council committees.

 

The project, estimated at $4 million to $4.5 million, includes renovations to the existing 16,580-square-foot facility and a 2,650-square-foot addition to the front of the existing structure.

Business First reported on a local product design company that renovated a former car dealership in Whitehall.  The former Swad Chevy dealership at 100 S. Hamilton Road was built in 1978 and acquired by the City of Whitehall in 2011.  Priority Designs worked with the city to acquire the space in 2014.  Below is a link to the slideshow showing the renovated space:

Leaders get ball rolling on guidebook for development

Whitehall will enter into a contract next year for a citywide economic-development strategic plan.  Development Director Zach Woodruff announced the initiative during City Council's Dec. 8 committees meeting.

 

The plan is a comprehensive approach to previous plans of a similar nature.  "The updated plan should serve as a tool to provide clear direction in terms of promoting sustainable land development while maximizing municipal-revenue potential through attracting jobs and capital investment," Woodruff said.

Homicides offset optimism over development in city

Heartland Bank picks new city for corporate HQ

Heartland Bank has selected a site for its new corporate headquarters.  The 14-branch community bank will vacate its company-owned offices on Hamilton Road in Gahanna to build a larger complex four miles south in Whitehall, CEO Scott McComb told attendees of Whitehall’s state of the city event Wednesday evening.

 

Following months of searching and a failed bid to rehabilitate the original Port Columbus airport terminal, Heartland has reached a deal to construct a two-story, 60,000-square foot office building on six acres within the Whitehall Community Park at 402 N. Hamilton Road. ... Heartland expects to begin constructing the $10 million facility, designed by Columbus-based Moody Nolan Inc., later this year.  The bank will move in about 90 employees in early 2018, and the office could eventually accommodate 160 workers in back-office functions, executive positions and a full-service branch.

Heartland Bank details plans for new headquarters

Heartland Bank is fleshing out details of its new headquarters campus in Whitehall.

 

The 13-branch community bank has named Ruscilli Construction Co. Inc. as general contractor for the roughly $10 million project (including furniture and equipment), a planned move from its longtime headquarters in Gahanna that was first made public in March.

$50M mixed-use plan unveiled for 'critical' site at Broad and Hamilton in Whitehall

A $50 million mixed-use development is being planned along a prominent stretch of East Broad Street in Whitehall.

 

The city has selected Continental Real Estate Cos. to lead redevelopment efforts on the site of the crime-ridden Commons at Royal Landing apartment complex, nine months after Whitehall City Council laid the groundwork to purchase and redevelop the privately owned community of 270 apartments across South Hamilton Road from the Columbus Country Club.

Hamilton Road improvement project to boost Whitehall's business prospects

Improvements to Hamilton Road north of Broad Street are expected to heighten Whitehall’s economic development prospects.  Whitehall leaders and other public officials on Thursday kicked off the $2.8 million project, which includes the resurfacing of Hamilton Road between East 5th Avenue and Poth Road

Expected to be complected in October, the project also includes refacing a railroad bridge south of East 5th Avenue, landscaping a median, planting trees and adding new traffic signals.  A Central Ohio Transit Authority bus stop will be upgraded, handicap accessibility features will be added and a multi-use trail will connect East Broad Street to the park at 402 N. Hamilton Road.

Broad St., will close by Feb. 28, according to an out-of-court settlement the city has reached with the owners of the golf dome just east of South Hamilton Road in Whitehall.  The city will pay the owners of Four Seasons $250,000 to vacate the 37 acres it has leased since 2001, Whitehall Development Director Zach Woodruff said.

 

The settlement allows the city to move forward with plans for the commercial development of about 13 acres fronting the north side of East Broad Street and adding the remaining 24 acres to Whitehall Community Park, Woodruff said.

Expansive makeover plan for Broad and Hamilton grows

Whitehall and Continental Real Estate Cos. are fleshing out details of a transformation planned at the site of a crime-ridden apartment complex on East Broad Street and growing the scope of the $50 million project even before work begins.

Golf dome's closure means major overhaul for Whitehall Community Park, expanding to 85 acres

 

Nature lovers, and hundreds of workers who soon will move into Whitehall, are going to dig a new parks plan in the works in the suburb.

According to the article:  "Once the dome is hauled away, the vacant 37 acres owned by the city of Whitehall will be valuable real estate.  The plan is to develop 14 acres into office space and absorb the remaining 23 into the adjacent 65-acre Whitehall Community Park, which will soon undergo major renovations.  Heartland Bank also will open a headquarters nearby by the end of the year."

Heartland Bank is fleshing out details of its new headquarters campus in Whitehall.

 

The 13-branch community bank has named Ruscilli Construction Co. Inc. as general contractor for the roughly $10 million project (including furniture and equipment), a planned move from its longtime headquarters in Gahanna that was first made public in March.
