I have to laugh a bit about the Rust Belt renaissance stories...I've been hearing them since I was a wee child in the 1970s. Cleveland's been "back" how many times now? Detroit is on its second, if not third "renaissance", Toledo's on its third probably. Toledo has a some new restaurants and apartments downtown, but its hard to see what else - outside of those public sector investments like parks and arenas -- has really been made downtown so far. The public investments downtown -- and I include non-profit Promedica in that list-- have been enormous, but I really haven't seen much private investment to complement it. The downtown Edith (what was her name?) experienced was so different...multiple theaters with live entertainment, huge department stores that were the superstores of their day, scores of small retail and service businesses, street hawkers, lots of public transportation, you know...a city. A city like those in Europe or most of Asia...Toledo is a dyed-in-the-wool automobile town with little appetite for urban form. Toledo's downtown is visitor and event driven, which is why so many of those celebrated downtown businesses closed when Covid hit, because there were no events to bring customers downtown.
