For better or for worse, politics and planning go hand-in-hand. The key is to button down a solid, forward-looking master plan, and draft the ordinance accordingly. I was fortunate to serve on boards in support of an intensely urbanist, highly-walkable Zoning Ordinance. I derived great pleasure from depriving strip mall developers of their setback variances.
