A draft portion of the report, to be released Wednesday, gives the highest ratings to Washington, San Diego, Minneapolis-St. Paul, Columbus, Ohio; Sioux Falls, S.D., and Laramie County, Wyoming. January 3, 200718 yr Noticed the cities that does well in disaster response are not located near major bodies of water, i.e. Minneapolis, Columbus, Laramie County (DUH!); however with San Diego being next to the ocean has always been a major naval/military city. Whereas, Cleveland and Chicago which I can see why. I find any analysis report from government to consultant-wannbes are full of crap.

Baton Rouge's city officials went apeshit over that report as well. Evidently they held a press conference with a bunch of bells and whistles showing the Feds contadicting themselves over BR's disaster preparedness (post katrina)
