If I recall correctly, a couple of months ago some forum posters in the know indicated that the preliminary engineering (and drafting of plans and specifications to bid contracts) was just beginning and this process would take about 18 months. This preliminary engineering is for the stabilization portion of the project and not the park itself which would be a subsequent phase. I imagine that as part of this drafting of the plans and specs a fair amount of site work will be necessary including soil boring, surveying and perhaps out right excavation. So it may very well seem like work is being done (with a need to fence parts of the hillside) but the actual stabilization work probably will not start for a couple of years. I also believe a good chuck of funding is still needed. The actual park is way down the road but should be great for the city.

I'm pretty sure the funding is fully in place for that -- or at least enough of it in place that work can get underway. But the city doesn't usually put up signs for projects and have construction vehicles on project sites when there's no project. And I found this in a recent article.... The $12.5 million in funding announced Monday, plus the $19 million already committed, means that some $31.5 million has been earmarked for the project, most of it so far dedicated to stabilizing the hillside. I hate to dump cold water on this but I moved to Ohio City in early June, 2019, and can confirm that those signs have been in that exact spot since I moved in... I drive down Franklin on my way home from work every day and am always on the lookout for construction crews. On the bright side - I did see a few crews in the fall doing survey work on the hillside - presumably obtaining some sort samples (albeit soil, depth, etc.). They were there for about 3 days and I haven't seen anyone back since. Hopefully they kick this off by spring as all reports have indicated that construction should begin "in the first half of 2020." They were supposed to come down this passed fall / winter so I'm not sure what the delay is. Hopefully there's no snags in this. Except for that building on the corner.
