November 27, 20195 yr THE NIMBY'S STRIKE AGAIN: All - On Thursday evening 11/23, Chad Kertesz of My Place Group presented his plans for developing the property at 4815 Franklin Blvd to the Ohio City Heights Block Club, which is the block club within the area that includes the currently vacant lot. The attendees are listed below: Lynn Pruitt Fred Mowery (block club co-chair) Cynthia and Venancio Camargo* Steve Zamborski Josh Jordan Roger Scheve Scott Staley Mitch Pollack (block club co-chair) Tricia Kachmyers (block club secretary) *Note - the Camargos needed to leave before the project was discussed. The above attendees are copied on this e-mail. We have also bcc-ed all residents currently on the block club mailing list. This e-mail was drafted by Mitch Pollack, with all attendees given the opportunity to provide input. The attendees discussed the project and have come to the following conclusions: - We believe My Place Group could be a responsible developer who would be an asset to our area. They have demonstrated that they have the skills and experience to manage a rental development effectively. - However, we believe the proposal, as it stands, would not be appropriate for our neighborhood for the following reasons: * The density of the development (24 units on a lot of slightly less than 1/3 acre) would not fit well with the surrounding area, which is comprised of multi-family homes, single-family homes, smaller businesses, places of worship, and smaller apartment buildings. Current zoning is two-family. * This is not an area where quality public transportation is readily accessible, and it is likely that the ratio of automobiles to units would be 1:1 or greater. Access to parking would be via Wales Court, an alley accessible primarily from West 48th Street and secondarily through a network of other alleys within the block bounded by Franklin Boulevard, West 48th Street, Bridge Avenue, and West 50th Street. We are concerned that neither these alleys nor the neighboring streets are equipped to handle the additional traffic that would result from this development. * Additionally, only 20 parking spaces are proposed for the 24-unit building, and even with 20 spaces, the parking lot is extremely cramped. Parking is limited and only available on the north side of Franklin Boulevard, and therefore we believe that it is likely that the development, as proposed, would lead to congestion and a parking shortage on West 48th Street to the south of Franklin Boulevard. The developers' proposed solution to the problem - to ask the nearby Iglesia del Salvador if they would be willing to share their parking facilities with the development - does not appear to us to be a viable solution to this issue, as the ability of residents to use the church's parking would be subject to the whims of the church and would still lead to a parking shortage during those times when the church needs their lot. - For the above reasons, we are opposed to the proposal as it stands. However, we are in favor of development on the currently unused lot and we invite the developers to submit a revised proposal that would involve fewer units, or possibly a small number of single family homes

Way to go blockies. Probably not a discussion for this thread, but from an outside perspective I've never understood why or how these "block clubs" are able to have any say in matters like this. It is literally one block south of the 26 bus line which runs 24/7. It's my primarily bus line and is absolutely one of the best ones on the west side. The inability to conceive of someone living in this exact location without a car is frustrating. It's more telling of the people speaking and how they have actually never made an effort to use transit as opposed to any actual lack of nearby transit. Just make the residential streets permitted parking for residents and their guests. I personally have lived on a street like this and hated it, but I'm also not obsessed with parking. Yes, the public transportation remark is quite obnoxious. Unless someone has a major walking problem, the entire Ohio City is pretty darned good for public transportation! Was the writer thinking of big city districts with subway or train entrances at almost every intersection? They're not exactly a necessity of life.... Edited November 27, 20195 yr by lafont

THERE IS A PERPETUALLY EMPTY PARKING LOT RIGHT ACROSS THE M*****F*****G STREET - On Sundays, during the week's only full-congregation service, there might be 15-18 extra cars in that lot. Additionally, as I said, I live within short walking distance and there is ALWAYS street parking available on my street. https://www.google.com/maps/@41.4841613,-81.7200842,3a,75y,116.22h,77.75t/data=!3m6!1e1!3m4!1sD8AGfNZHpP59lgzfHYjJAA!2e0!7i16384!8i8192 ^This is the parking lot that is used ONCE weekly that they're saying wouldn't be sufficient. More concerning in my mind is if the ward councilperson (don't know who it is here) tends to bow down to groups like this (for obvious political reasons), no matter how irrational their arguments or how little influence they actually have with the other voters in the ward, as the project proceeds through the review process. That usually seems to be the big problems for developers throughout the city.

I hope he sees how ridiculous this complaint - particularly the parking aspect is. Additionally. It's .13 miles to the nearest bus stop from that parcel
November 27, 20195 yr Out of all the councilmen/women, at least this one is McCormack. Overall, I think most residents in his ward are very satisfied with his representation. I don't think he'll have any trouble ticking a few residents off for the greater good.

Right - he tends to take a holistic look at our district, which I appreciate. Though, the West side of 50th is Zone's district, so his residents may have some things to say about the development too, given its proximity

November 27, 20195 yr On the subject of Ohio City NIMBY's, does anyone know what happen at the Nov. 11th Board of Zoning Appeals hearing regarding the Knez townhouse project at 4705 Bridge Avenue? I note that one of the block club members listed above (Steven Zamborsky) was one of the people challenging the Planning Commissions approval of that project. Some people apparently have a lot of time on their hands.
November 27, 20195 yr I live in Franklin-Clinton’s jurisdiction, just missed out on this one by a few blocks I guess. They say you need one of those Polar Pops spiked with whiskey to get through the meetings tho.
November 27, 20195 yr While I'm happy to see the new development in OC, not all projects developers propose are necessarily the best for the neighborhood (especially as first proposed). I don't know the details of this development and I don't live in this block club area. I'm not commenting specifically regarding this project but I think it's good to have a platform for community input whether by block club or other means.

November 28, 20195 yr Does anyone know what's going on with the Rhodes House on Franklin? For many months I had pictured the Rhodes and Sanford Houses to be redeveloped simultaneously, and now one is gloriously finished and the other is still a blot on the scene, with all the peeling paint and discoloration on the exterior, etc. Also, who owns the corner parking lot to the west? That could look a whole lot better.
November 30, 20195 yr I know someone commented on this a few months ago, but is West 28th Street, coming from the south, supposed to remain detached from the rebuilt Franklin Circle? If so I think it's a shame. Just a nuisance.

December 19, 20195 yr I never park in the West Side Market lot since they started charging, on principle. I typically park down Bridge Avenue, sometimes around W. 28, or one of the side streets south of Lorain. The management of the Dave's has the nerve to now allow one to park there except when they are buying inside the store - not such a common policy, fortunately. In other words, one can go into the store, come out with groceries, and not be able to stay in the lot any longer if one has more neighborhood shopping to do. Someone working in the lots watches out for it. Even if there are many spots in the lot.
December 19, 20195 yr So if the machines are broken, they’d rather hurt businesses and let no one park there. Another City of Cleveland failure.

January 3, 20205 yr Thank you. Any idea how far this proposal has gotten and what the chances are of it's succeeding? I think it will be the factor to give the vicinity of basically an "apartment district" with some houses mixed in, rather than visa versa, and that's fine with yours truly.

From what I heard they are hard at work behind the scenes, but it will be a while before construction will began. You never know for sure about these projects until shovels are in the ground but I think this one will be built, I'll just take some time.
January 7, 20205 yr In the next couple of days I'm going to take some pics of recent rehabs and new builds on the Ohio City/Gordon Sq boarders. If you have driven down any of the streets from w44-w65 between Lorain and Detroit lately, you will be amazed at the amount of construction going on. These smaller developments don't get mentioned enough/a lot but the level of investment dollars totals up into the tens of millions. Stay tuned.... Edited January 7, 20205 yr by Clefan98
