New Mixed Use Lifestyle Center Proposed:

Some big news out of Wheeling recently... a developer is pushing to develop the hillside behind the historic Woodsdale neighborhood into a mixed use lifestyle center of sorts. As far as lifestyle centers go, this one actually doesn't have a bad design. However as expected, the NIMBYs are going into cardiac arrest over this proposal so it probably won't happen. I also fail to see how there's any market left for new retail in the Ohio Valley; Wheeling already has the Highlands, Ohio Valley Mall, and Downtown. I think they should scale back their retail plans for this but I suppose I shouldn't complain. But anyhow, here's a video showing the plans, site, and renderings (they also have a petition of support on their website if you want to sign it).

My wife is from the Wheeling area so I end up spending a fair amount of time in the area and I also don't see how any retail would work outside of further poaching stores from the Highlands or OVM.  It is at least closer to downtown and wouldn't require driving on the terrifying at times I-70W from the Highlands.  I shudder to think of what traffic might be like on National Rd and Bethany Pike during the Oglebay Lights Season (AKA November - New Years) if this gets built.

It's just a bizarre plan and honestly it is coming from a development company that is seemingly brand new so I'm a bit suspicious. However, I will say that Wheeling's renaissance has been quite impressive thus far so who knows maybe it could work.

1400 Market Street Redevelopment Plans:

 

An Arizona couple have submitted their plans for the 1400 block of Market Street in Downtown. The buildings, which are in very bad shape, were recently stabilized by the city using ~$300,000 in tax money. The city is selling these buildings to this Arizona couple which hopes to open a furniture store and "med-spa" run by them as well as a private residence on the upper floors of 1433 Market Street. They also hope to convert the rest of the space into a gym and apartment units. Overall, the project will cost $2.5 million with around $800,000 being given in historic tax credits and other city incentives. Hopefully this project pans out well, these are beautiful buildings and I'd love to see them saved! It amazes me how aggressively the Mayor of Wheeling has been pushing for historic preservation and smart urban planning within the city. He got a lot of backlash for the tax money going towards these buildings, so hopefully it pans out well and opens the door to similar projects.

Grow Ohio Market:

 

More good news for Downtown Wheeling is the opening of the "Grow Ohio Market" inside the Robert C. Byrd Intermodal Center (The arena parking garage.) It's not a full grocery store by any means, but considering that Wheeling's riverfront neighborhoods are very much food deserts, this helps a lot. It's within walking distance of most neighborhoods nearby as well as Downtown residents.

Flatiron Coffee Company:

 

Lastly, the Flatiron Coffee Company opened up in the first floor of the recently renovated Flatiron Building. The space was once occupied by the short lived "Flatiron Deli." The building's renovation turned out super nice and the apartments here are beautiful with amazing views of the river. This is actually the building adjacent to the Grow Ohio Market and right behind the 1400 Market Street project. So overall, this side of Downtown has been moving in a great direction recently.

New Market Street Parking Garage

I was in Wheeling this weekend, and as always, I found some new and impressive stuff in the Friendly City that I wanted to share! There was some questions over whether or not it would actually happen, but I'm happy to report that it appears the new parking garage on the corner of 11th and Market has begun construction! The $19 million parking garage coincides with the residential conversion of the nearby Wheeling-Pitt Building, which will bring 110 apartments to a previously underutilized high-rise building, by providing the parking spaces needed for residents. It also will likely be used by the workers at the new Health Plan headquarters across the street. The thing I like about the garage is that it will contain retail spaces in order to keep the street activated and make it a valuable asset for more than just cars. This is largely thanks to the Mayor of Wheeling Glenn Elliott, who has consistently prioritized good urban planning principles into city projects.

In a complete shock to me, the Market Street Parking Garage isn't the only infill project underway in Downtown Wheeling! The local development group, Woda Development, which has built several new buildings around the city in addition to beautiful residential conversions of historic buildings, is currently constructing a four-story 46-unit apartment building at 930 Main Street. The building's design is pretty cookie-cutter and unremarkable, but any added density and removal of surface lots in downtown Wheeling is a win-win for me!

Other Projects:

Additionally, the streetscaping project for Main and Market seems to finally be ready to start soon! Sadly the project won't convert the roads into two-ways due to local opposition, but the resurfacing and streetscaping will have a huge impact on Downtown. Lastly, I noticed that a very outdated pedestrian-street in the Market Plaza section of Downtown has been renovated into a much more vibrant and modernized pedestrian space known as 11th Street Plaza. This part of Downtown needs a lot of TLC, but this is definitely a big step in the right direction.

i hope they keep it up. the worry is it was kind of a trend to do that in decades past that were not successful in the long run when these spaces were not constantly well maintained.

Some new renderings of the 1400 Market St. block redevelopment project. I'm not sure if it will actually happen because the buildings are in very rough shape, but these renderings look stunning! Wheeling really is on fire recently and has been doing some very high quality projects for a city its size! Especially given its economic constraints. I think there's an increasing group of younger people who have found the insane potential Wheeling has and how it's a rare example of a walkable urban city with very cheap architecturally significant housing.

Wheeling Inn demolition begins today

 

The first piece of the former Wheeling Inn will hit the ground at noon today, signaling the first step of the building’s removal — and the eventual arrival of the new Gateway Center.

 

The Wheeling Convention and Visitors Bureau — which bought the property last January — announced Tuesday that Raze International will knock down the former motel’s awning at noon today. That will allow for better truck access to the motel building to remove asbestos, other hazardous materials and other leftover items. That cleanup process will take about eight weeks, said Wheeling CVB Executive Director Frank O’Brien.

 

O’Brien said it was wonderful to see this important step happen in the remaking of downtown Wheeling’s look.

 

“It’s almost hard to believe that the day has finally arrived,” he said. “It’s been a long, laboring process. We’ve had great partners. We’ve always been optimistic that we would get here, but to finally reach this point … we just feel fantastic and we can’t wait to share that with the rest of the community.”

Design Firm Announced for Wheeling Gateway Center Project

 

Wheeling is one step closer to having a brand-new Gateway Visitors Center.

 

A total of nine design firms submitted proposals for the new Gateway Visitors Center, to be built on the site of the former Wheeling Inn, which was demolished last year.

 

The list was reduced to the top three firms after an initial round of scoring. 

 

Time Looper scored the highest out of the top three, so they were selected to lead the design.

 

The next step is for Time Looper to begin the pre-design process, which will include historical research and input from community stakeholders.
