Meeting set to bring back Northland-area neighborhood

The first step in the hoped-for revitalization of the Northland area’s Beaumont neighborhood will be an attempt to resurrect the civic association.  Earlier this week, teams of student volunteers from Ohio State University were scheduled to fan out along 13 walking routes through the ethnically diverse and economically depressed area south and east of the former Northland Mall.

 

They distributed one-page flyers, in a variety of languages, announcing an organizational meeting for a new Beaumont Civic Association to be held on Thursday, Feb. 16, beginning at 7 p.m. in the meeting room of the Franklin County Dog Shelter and Adoption Center, 4340 Tamarack Blvd.  The meeting to bring back a civic group that went out of existence four years ago when its membership had dwindled to only four people is the first step in a project being undertaken by a consortium of nonprofit organizations gathered under the auspices of the Northland Alliance.

City restarts update of Northland Plan I

Plans for the plan are back on track.  The process for breathing new life into a 10-year-old document relating to land use and urban design in what's often called "traditional" Northland has been jump-started once again.  Slightly over a year after the Northland Community Council entered into an agreement with city officials to update Northland Plan I, which was expected to take about a year, the clock is ticking once again.

According to a Facebook page created by city officials, Northland residents interested in participating can do so by "attending public workshops or by submitting your ideas and comments to the plan website."  That website is http://development.columbus.gov/planning/northland.aspx.  It includes links to not only the survey but also to a plan input form.

 

The Northland I planning area is located northeast of downtown, just east of Worthington and southwest of Westerville, according to information from the city. The planning area is generally bound by I-270 on the north and east; Cooke, Ferris and Morse roads on the south; and the Norfolk Southern railroad tracks and Huntley Road on the west.  The area covers approximately 17.7 square miles.

A little more about the evolving Northland area of Columbus from this recent Dispatch article.  One of the neighborhood's community groups, The Northland Alliance, hosted its first international festival last weekend at the Northland Performing Arts Center - part of the renovated and rebuilt former Northland Mall site.

 

Festival will celebrate Northland’s immigrants

The Northland area will host its first international festival this weekend in what is becoming one of Columbus’ most-diverse neighborhoods.  Organizers hope to connect more immigrants and refugees to the Northland community, a task that has been difficult as newcomers struggle with language and cultural barriers.  But they also hope to convince city leaders of the need for a welcome center to help thousands of immigrants connect with social services, job training and schools and get answers to their many questions about living in a new country.

Northland has been changing for more than a decade as refugees from Somalia and Bhutan and immigrants from Mexico, western Africa and other places have moved to the area, lured by low rents in aging apartments and a growing number of retailers catering to them.

Northland site attracting more retailers, restaurants

 

More pieces are falling into place in the gradual repopulating of the former Northland Mall site in Columbus.

 

Northland Village Developers LLC is planning two new shopping centers totaling 16,000 square feet along Morse Road, while McDonald’s Corp. is site shopping in the neighborhood and could move to the old mall location as well.

Is this the area referred to earlier as the future "mixed-use Commons in the center of Northland Village"?  Business First also refered to this area in a site plan graphic from a July 2010 article as a "future town center". (posted below)

^ I can answer the question I posed above.  Is the new 16,000 sq. ft. retail going into Northland Village part of the future "mixed-use Commons/future town center" that was mentioned back in 2010?  The answer is no.

 

Below is a copy of the location map that was part of last week's Business First article: Northland site attracting more retailers, restaurants.

The on-line version of the article didn't include this map, so I had to scan in a paper copy.  The new retail centers going into Northland Village are located just northeast of the "future town center" area.  Near the Tamarack & Morse intersection - on both sides of where Tamarack Boulevard crosses Morse Road and enters the Northland Village property.

It looks like the "Future Town Center" part of the redeveloped Northland Village is no longer happening.  Below is a site map of this area from a previous post:

Now, Business First is reporting that Kroger has purchased this "Future Town Center" area to build a new 100,000-square-foot store at Northland Village - the redeveloped former Northland Mall site.  Below is the report from Business First:

More about the $21.5 million, 102,000-square-foot Kroger store proposed to be built at Northland Village (the former Northland Mall location).  Kroger purchased a 13-acre parcel within the 54-acre Northland Village site in 2014.  As noted previously, this 13-acre parcel is on the area marked "future town center" on the map posted above.  This new store would replace an existing 60,000-square-foot Kroger across the street at 1630 Morse Road:

Surprise announcement from Huntington Bank that they will be renovating a vacant Meijer store at 5555 Cleveland Avenue into a huge operations center for the bank.  The article mentions both Northland and the Linden neighborhoods.  But this planned center is located in Northland (its north of the nearby Linden neighborhoods).  So it's getting posted in this thread:

Huntington Bank will create an $18 million office space out of a former Meijer store on Cleveland Avenue as part of a pledge to hire 1,000 new workers in Columbus and make $300 million in loans available in low- to moderate-income neighborhoods.

 

The plans for the Huntington Gateway Center at 5555 Cleveland Avenue show a glass facade adorning the former Meijer store, which will open the middle of next year and house employees working in the company's technical and operational departments.  The office will open with 1,400 workers and will be able to hold about 1,600 workers eventually.

The city is hailing the project as a big boost for the Northland and Linden neighborhoods.  Meijer closed the Cleveland Avenue store earlier this year, noting that the old store couldn't be remodeled to suit Meijer's current retail format. ... The site will include a COTA rapid transit bus hub as well as a large parking lot to give employees several options for commuting.

Many were ready to write Morse Road’s obituary when Northland Mall closed in 2002.  But investments by the city of Columbus, Franklin County, state of Ohio and Dublin-based developer Stonehenge Co. have redeveloped the site into a mix of buildings that house Franklin County Job and Family Services, Franklin County Dog Shelter, Ohio Department of Taxation, a Menards hardware store and a number of restaurants and retailers on outparcels along the south side of Morse Road.

 

This estimated investment of $100 million by the public and private sectors has pumped new life into the former Northland Mall site and is helping maintain the viability of the Morse Road commercial corridor.  But those familiar with that part of Columbus and economic development in general say more needs to be done to protect that investment and prevent Morse Road.

Huntington Bank has opened its new offices in the 210,000 square-foot former Meijer store at 5555 Cleveland Avenue.  The Huntington Gateway Center contains 1,300 employees, with room for 300 more.  The building also includes solar panels on the roof and south canopy, skylights that track the position of the sun to angle in natural light, and solar trees — metal posts with solar panels on them — in the parking lot in the front of the building for electric-vehicle charging stations:

New housing project pitched in Northland

 

National Church Residences is taking its building surge to the Northland area.  The senior housing developer is seeking financing for a four-story, 76-unit development at 999 East Dublin-Granville Road, off Roche Drive and just south of State Route 161 and I-71 in the Northland neighborhood.

 

The not-yet-named community would consist of one-bedroom units targeting seniors 62 and above with low incomes.  It intends to submit an application for a rental assistance contract and $5 million advance from the U.S. Department of Housing and Urban Development next month for the project, and will also apply for Low-Income Housing Tax Credits to fund the development.  If approved, this would be the first tax credit-funded project in the neighborhood.

 

The Northland Community Council approved the project on June 26, with variances for parking and building height.  It will be built on an undeveloped piece of land near several commercial buildings.  NCR plans to serve as developer, owner and management agent of the project. If it obtains the needed financing in the next funding rounds, construction would begin in spring of 2021.

Developer hopes to make splash with apartment complex at former pool site in Northland

 

A plan to build a 48-unit apartment complex on the site of the vacant Northland Community Center pool is still in its preliminary stages, but there doesn’t seem to be any serious opposition thus far.

 

Architect Jeffrey Glavan, representing property owner Elsie Jean-Baptiste, took the plans to the Northland Community Council’s development committee Aug. 25 to seek comment on the redevelopment of 6000 Beechcroft Road in the Sharon Woods neighborhood.

 

The hope is to rezone the site from C-4, a commercial use, to AR-1, an apartment zoning. ... Glavan will return to development committee Sept. 29 with a firmer plan, although the details remain unclear at this point.

Posting this here since I believe nothing has been reported before about this Preferred Living dev. Sounds like the council is upset it’s not low-density enough for them.

“A local developer wants to build a 144-unit apartment complex along Sinclair Road in the midst of a mostly residential area.

 

Preferred Living, which has built numerous apartment buildings across central Ohio, wants to raze three houses and put up the apartment building on 6.7 acres on the west side of Sinclair Road essentially between Worthington Forest Place and Shore Drive.

 

The development would require a rezoning from suburban residential to AR-1, or apartment residential district, according to the site plan filed with the city of Columbus.

 

Bill Logan, vice chairperson of the committee and a member of the Northland Community Council, said the Preferred Living proposal is not welcome in the area based on the Northland 1 Area Plan and concerns from the neighboring Salem Village Civic Association.

 

“It’s our responsibility to defend the Northland plan,” he said. “We developed it.”

 

“Northland is replete with parcels that are ripe for redevelopment. Yet, here we are eating into a prime single-family residential environment.”

 

The Northland I Area Plan recommends that anything at the location bounded by Interstate 270 should be low-to-medium density residential. The plan notes a typical density of four to six units per acre that may be characterized by lower density townhouses and condominiums, according to the planning staff.

 

The issue was expected to go before the NCC's development committee, which acts only in an advisory capacity, on Dec. 1. Columbus City Council will have the ultimate say on the variances and rezoning.”

$16M Northland senior housing community now open

 

National Church Residences has opened the $16 million Northland Gate affordable housing community for seniors at 5757 Maple Canyon Avenue in the Northland neighborhood.  The three-story, building has 94 one- and two-bedroom apartments plus a fitness center, a community room with kitchen and an outdoor walking path on the property.

 

Northland Gate is part of a nearly $47 million investment in the Northland community from National Church Residences.  They recently secured financing to build two other senior communities in the Northland area.  The other new communities are Salem Village, a $17 million project at 1009 East Dublin Granville Road, and Bretton Woods, a $13 million project at 2511 Bretton Woods Drive.

I don’t think there’s really anything new, but here’s a look at the development, and population growth, in Northland from the Dispatch. Northland has seen a few high profile crimes so far this year, so hopefully the city can get that under control before it hurts this area’s momentum.

Hopefully the developer doesn’t listen. I would guess the cost to convert and build apartments would be way higher than what 33 units an acre would cover.

That’s what the developer decided to present this time! Here’s the next paragraph:

“Another proposed hotel conversion in Northland has local officials frustrated once again, as the neighborhood looks for more upscale redevelopment in a neglected area of the community.

 

Applicant Sea Beach Capital LLC, of California, wants to convert the existing 112-unit M Star Hotel Columbus North into a 105-unit apartment complex at 1300 E. Dublin-Granville Road.

 

“I don’t like this at all,” said Dave Paul, co-chairperson of Northland Community Council's development committee. “Some of it has to do with this particular site. Some of it has to do with the location. Some of it has to do with the use.”

 

Sea Beach has applied for a rezoning, taking the property from L-C-3 to L-AR-1, a limited apartment residential designation. A separate council variance allows essentially for amenities and relief from certain standards of the code.“

NCC's development committee OKs request for new apartments
 

“A developer has proposed building 132 units on 6 acres, or less than 22 dwelling units per acre in the Robinwood Corporate Center in Northland.

 

Officials at the center revised an application for a rezoning at 6455 Presidential Gtwy. from LC2 to AR1, the latter to allow a multifamily development.

 

The applicant also submitted a companion council variance application to reduce the parking setback from Presidential Gateway, the information said. Each request is to go to the city of Columbus for approval. The site is currently vacant.

 

“Approval of these applications will ensure that this infill lot will be developed with quality architectural and design standards while providing residential options for current and future residents of the Northland area,” according to the application.”

“Another proposed hotel conversion in Northland has local officials frustrated once again, as the neighborhood looks for more upscale redevelopment in a neglected area of the community.

 

Applicant Sea Beach Capital LLC, of California, wants to convert the existing 112-unit M Star Hotel Columbus North into a 105-unit apartment complex at 1300 E. Dublin-Granville Road.

 

“I don’t like this at all,” said Dave Paul, co-chairperson of Northland Community Council's development committee. “Some of it has to do with this particular site. Some of it has to do with the location. Some of it has to do with the use.”

 

Sea Beach has applied for a rezoning, taking the property from L-C-3 to L-AR-1, a limited apartment residential designation. A separate council variance allows essentially for amenities and relief from certain standards of the code.“

“Donald Kenney Jr., principal of Oxford Circle LLC, has proposed building a 95-unit apartment complex at 5470 Hildebrand Road in Blendon Township.

 

Kenney wants to build one-, two- and three-bedroom apartments on 19 acres of land adjacent to the south of the property's owner, Capitol City Baptist Church, 5442 Sunbury Road.

 

Dave Paul, co-chairperson of the Northland Community Council’s development committee, said the neighborhood group had no objection to Oxford Circle's project. “The folks generally thought that the density of more than 15 units per acre was acceptable,” Paul said. “We didn’t really have any problem with the project.”

 

He added that Oxford Circle had spoken to the Columbus Recreation and Parks Department about making a physical connection from the apartment complex to Big Walnut Creek to the east as a benefit to renters.”

On the other hand, the committee has asked the developer to scale back the density of the proposal.

 

Robinwood Corporate Center, LLC has proposed building a 132-unit apartment building at 6455 Presidential Gateway in a long-vacant office building, which would require a rezoning from limited commercial district, or L-C-2, to apartment residential district, or AR-1, and the approval of at least one variance.

 

The NCC’s development committee gave the project preliminary review June 29 and had asked the developer to return with a scaled-back proposal, which now calls for 33 units per acre.“

Looks like Northland Council recommended approval for this one after the developer agreed to dedicate nearly two acres on the eastern side of Presidential Gateway to the city of Columbus for park land. City Council will hear the proposal on the 21st.

Although they're a little behind schedule- major upgrades along 161 between Sinclair Rd and Cleveland Ave have finally kicked off.

"The project includes creating roundabouts on Maple Canyon several blocks north and south of Route 161.

Also, pedestrian and bike facilities will be added, new traffic signals installed, pavement widened and resurfaced and raised medians on Maple Canyon."

Much needed. The early 2000s improvements along Morse Rd have held up almost surprisingly well and were a huge improvement to both aesthetics and safety along the corridor. There's no reason the same thing can't happen on 161

Northland leader's new effort aims at transforming old hotels to new housing

“Travelers heading south on Interstate 71 and leaving the freeway at the state Route 161 exit might look to the right and see a number of faded hotels — some still operating, some closed and boarded up.
 

Community leaders and residents want to do something to repurpose or replace them, and Alice Foeller, the cofounder of the Elevate Northland group, has created a new group, Northland Collective (northlandcollectivedevelopment.com), with a vision for the area.
 

The idea: "We invest in motel buildings in disrepair, replacing them with innovative buildings that address housing, retail, our shared climate future and the Northland character and spirit."

 

Foeller, who also leads the Northland Area Business Association, said her vision includes condominium buildings with retail shops on first floors and rooftop gardens.”
