The Ohio State University Board of Trustees yesterday came out strongly against the Learn and Earn ballot measure that would allow slot machine gambling in Ohio.  "If we are silent, it implies we support it because we could benefit from it," said trustee Leslie H. Wexner, Limited Brands founder. "I think it’s very clever — and bad public policy."

 

The constitutional amendment, Issue 3 on the November ballot, would send 30 percent of the money raised through slots into college scholarships that students would earn while in high school, hence the "Learn and Earn" tag.  It would allow seven horse-racing tracks and two downtown Cleveland casinos to operate 31,500 slot machines.

 

Wexner said he opposes the amendment because it gives the nine entities a monopoly.  He joked that he’d love to see an amendment that would allow lingerie to be sold in Ohio only in Victoria’s Secret stores, which Limited Brands owns.  "I’d be glad to share some revenue with the state" if that happened, he said.

LORAIN -- Proponents of the Issue 3 ''Learn and Earn'' initiative are hitting the campaign trail to convince voters of their proposal's worth.  In a meeting with The Morning Journal editors yesterday, Joseph Roman, CEO of the Greater Cleveland Partnership, and Linda Siefkas, a spokeswoman for Learn and Earn, said the initiative, which seeks to legalize gaming and use revenues to finance college tuition, would bring more than $24 million in benefits to Lorain County, including tuition grants, local government funding and addiction treatment funding.

 

Erie and Huron counties would gain about $7 million and $5 million, respectively.

For a gambling-related ballot proposal to fulfill its promise of more than $850 million a year in college tuition aid for Ohio students, the state’s racetrack owners and developers would need to install nearly twice as many slot machines as Indiana, the nation’s thirdlargest gambling market, and three times as many as Illinois, the fifth-largest.  Backers of Ohio Learn and Earn say the Nov. 7 ballot proposal would put $853 million in the hands of aspiring college students at a time when tuition is becoming increasingly out of reach.  To get to that number, however, the sponsors of State Issue 3 assume that Ohio will have 31,500 slot machines spread across seven horse-racing tracks and two downtown Cleveland casinos.

 

For that to happen, every one of Ohio’s gambling facilities — including racetracks in Grove City, Lebanon and Northfield — would have to be larger than the largest casino in Indiana, Illinois and Missouri, a Dispatch analysis of gambling in the three Midwestern states found.  Learn and Earn advocates say that’s not a crazy notion, noting that casinos in many states are clustered along rivers or in urban centers where competition prevents casino operators from overbuilding.  Ohio’s nine gambling facilities would be scattered across the state, although all would be in or near urban centers.

I assume that learn and earn is just a more refined way to get gambling approved in Ohio.  Can someone answer the question as to whether or not there really will be close to $1 billion in scholarship money?  At the end of the day I feel the only valid argument against the issue is the social impact of gambling on our communities.  Gambling is clearly causes problems, but at this point, I don't know anyone that wants to gamble that isn't doing it on the internet or a nearby state.  Is most of that social problem already existing?  If so, why should Ohio continue to give Indiana, West Virginia, Michigan, etc., all of the financial benefits while we bear the problems.  I'm not a big gambling supporter as a solution to our problems, but I'm sick of watching other states enrich themselves at our cost.  The Columbus Dispatch wrote that nearly $1 billion is wagered by Ohioans at casinos in nearby states.  That plain pisses me off.  If only that much was bet on ohio slots, what is the tax/public benefit we would recognize?  If the scholarship money could be real, that helps even more.  I wish there was a better solution to providing the money, but all I hear from the potential governors is a bunch of talk with no substance.  In the end, I agree with the comments above that gambling should be a personal choice, like liquor, etc.  I wish I knew the real facts about the scholarship money.

^ I am voting no because the other areas in the state are not elligible to take part. I dont live in Cleveland and I wont go gamble in Cleveland if they get slots.  I think Cleveland is a fine city, and I used to live there but, now that I do not have a vested interest in the city, why should I support it at the expense of my own city.

 

If Cinci or columbus had the same opportunity as Cleveland than I would happily support Isssue 3. Unfortunately, this is another example of the backers failing to use common sense in putting forth a reasonable proposal.

 

So basically you're voting no because this initiative helps Cleveland first, even though in a few years there will be another vote that could allow gambling in Cincinnati and Columbus. I'll remember to vote against anything that benefits Cincinnati and Columbus from now on. :roll:

 

This is why Ohio seems like five states in one. Everyone is concerned with how does this help my city, when eventually it could help all of Ohio. I agree that this is not the way to revitalize the state's economy, but even though Cleveland may reap the rewards/disadvantages of the initial investment it will help provide economic development dollars for the state (not just Cleveland) and some money for college for students who wish to study in-state. And like whats been said before the money will stay in our State and not end up building roads for Michigan, Schools for Indiana or paying the salaries of employees in West Virginia.

1) You're assuming that there will be another vote for casinos in a few years.  Maybe there will be, maybe there won't be.  Voting yes for this Issue won't determine whether or not this happens.

 

2) I think a lot of the hostility has nothing to do with the fact that it benefits Cleveland, but the fact that the proponents of Learn & Earn basically froze the rest of the state out of it.  That's a pretty big thing to ignore.  Voters tend to not want to vote for things from which they're excluded.

State back in casino case

LIMA — To represent the interests of state residents, the Ohio Attorney General is allowed to intervene in a lawsuit for land rights filed by an American Indian tribe, a court has ruled.  Federal District Court Judge James Carr granted the state’s motion, writing that the Attorney General, Jim Petro, should be allowed to represent residents’ interest in land use regulations and an interest in prohibiting gambling in Ohio.

 

The state had argued that the tribe was seeking to evade state law, that agreements between the Eastern Shawnee Tribe of Oklahoma and local communities would settle land claims, and Carr’s acceptance of those agreements and dismissal of the case would legitimize that settled claim.  That would open the door to the next step with what the federal government needed to bring casinos to Ohio.

Lima among few remaining defendants in Shawnee lawsuit

LIMA — The city of Lima remains the lone municipal defendant in a land claim lawsuit brought by an American Indian tribe originally against the state and a multitude of governments and communities.  U.S. District Court Judge James Carr granted the Eastern Shawnee Tribe of Oklahoma’s motion, dismissing 52 parties, including Allen and Auglaize counties, Fort Shawnee, Cridersville, Wapakoneta and Shawnee Township, according to a Friday filing.

 

Along with Lima, the state of Ohio and several private landowners remain as defendants in the case. The tribe is trying to open a casino and resort in Ohio. The tribe requested the dismissals in July, on the strength of two settlements with private Logan County landowners and progressing negotiations with the city of Lima. The tribe has finalized settlements with Botkins and Monroe, and settlements are progressing with other communities, including Lima, tribe attorney Mason Morisset said.

Clergy group to campaign against slots

Coalition brings conservative, mainstream churches together

COLUMBUS - A broad coalition of Christian clergy said Wednesday they will push parishioners to oppose a proposal to expand gambling in Ohio by displaying yard signs, campaigning door to door and preaching against the measure from their pulpits. The announcement at a Statehouse news conference marked a moment of rare cooperation on a political issue between Ohio's mainstream and conservative religious communities, which have differed in their approaches in the divisive governor's race between Democrat Ted Strickland and Republican J. Kenneth Blackwell.

 

But both groups sent powerful religious leaders -- United Methodist Bishop Bruce Ough and evangelical pastor Rod Parsley of World Harvest Church -- to express their unity against the ballot initiative, called Learn and Earn by backers.  Ough, who represents the Methodist Church's West Ohio Conference, equated the supporters' strategy of highlighting the college scholarships provided by the proposal, rather than the gambling it would allow, to a game of hide-and-seek.

The Columbus Chamber of Commerce yesterday came out against a Nov. 7 ballot proposal that would allow slot machines in nine locations, completing a trio of votes by central Ohio business groups against the proposal.  Experience Columbus, a private, nonprofit convention and visitors bureau, and the Columbus Partnership also expressed their opposition to State Issue 3, known as Ohio Learn and Earn, in the past three weeks.

 

The measure would authorize slot machines at Franklin County’s two racetracks and five elsewhere in the state, while generating millions of dollars in tuition aid for central Ohio students, advocates say.  But many of the benefits would go to Cleveland, including two casinos that initially would have only slot machines but could add table games with county voter approval.

 

Steve Tugend, vice president of governmental relations for the Columbus chamber, said the proposal’s problems outweigh its benefits for central Ohio.  "It essentially creates a nineheaded monster for nine specific business interests," Tugend said. "This is not a responsible use of the Constitution."

Columbus - The Ohio State University board of trustees on Thursday issued a statement urging voters to defeat a ballot amendment that would legalize gambling.  The Learn and Earn amendment would earmark a portion of the proceeds from slot machine gambling for tuition payments. But the OSU trustees say the proposal, which will appear as Issue 3 on the Nov. 7 ballot, is an empty promise.

 

The trustees, who first voiced opposition to the amendment last Friday during their board meeting, said the measure also could impede state support for higher education.  "I think it is ludicrous to say that it doesn't address the affordability issue when we are talking about making a full tuition available to every child in Ohio," said Linda Siefkas, a Learn and Earn spokeswoman. "If that is not making college affordable and accessible, I would love to know what is."

Experience Columbus is afraid that more conventioneers and tourists will want to experience Cleveland if the Learn and Earn ballot initiative succeeds in November.  The city’s convention and visitors’ bureau plans to come out with a formal opposition statement Monday against State Issue 3, which would permit slot machines at seven Ohio racetracks and in two locations in downtown Cleveland, while excluding any additional gambling sites in other cities.

 

It will follow the Columbus Chamber, the Columbus Partnership and the Ohio State University Board of Trustees, which also have opposed the issue.  "We don’t resent Cleveland trying to do all they can to nurture their own tourism and economic development," said Paul Astleford, president and CEO of Experience Columbus. "What we resent is that this amendment shuts out all of the rest of us."

COLUMBUS — Dangling before voters this fall is the promise of college scholarships for Ohio high school graduates if voters allow slot machine gambling in Ohio for the first time.  Learn & Earn's $20.5 million campaign is in full swing, trying to persuade Ohioans that gambling in exchange for scholarships and economic development is a sure bet.

 

But David Zanotti, president of the Ohio Roundtable in Strongsville and a leader in the anti-gambling effort, said, "Learn and Earn is nothing more than an attempt by nine wealthy individuals to hijack the state constitution and create a private monopoly that would be mostly tax-free."

The campaign to bring slot machines to Ohio is fudging the numbers with claims that slots will generate "almost a billion dollars a year" for college education, the campaign's chairman admits.  The slots committee's own estimates show that 31,000 slots would generate $853 million a year for college -- and that number is achieved only by 2012, if Ohio's population and median incomes grow appropriately, a campaign consultant says.

 

A frustrated Charlie Ruma, head of the slots effort, said his voice has been in the minority complaining about the exaggerated claim, trumpeted on television commercials running statewide for Issue 3.  "If I can, I'll stop it today," Ruma said Tuesday, noting that new ads minus the billion-dollar claim were about to hit the air.  Despite the fudging, the slots proposal -- Issue 3 on the Nov. 7 ballot -- would generate enough money to fulfill its promise to defray college costs for qualified high school graduates, Ruma said.

Grove City could be gambling destination

If Issue 3 passes on the Nov. 7 ballot, Grove City could become a gambling destination in central Ohio.  Issue 3, the "Learn & Earn" proposal, would amend the Ohio Constitution to allow 31,500 slot machines to be placed at seven Ohio horse tracks around the state and two casinos in downtown Cleveland.  Beulah Park, 3811 Southwest Blvd., would gain 3,500 machines, and another 3,500 would go to Scioto Downs, 6000 S. High St., less than a mile from Grove City's eastern boundary.

 

Charles Ruma, majority shareholder in Heartland Jockey Club, owner of Beulah Park, is the chairman of the Learn & Earn campaign. He said the measure would be good for local business. "People will be buying more gas, staying in more hotels, eating in restaurants and spending money in Grove City," Ruma said.  Ruma said he plans to construct a 135,000 square foot facility to house the slots and a 300-car, multi-level parking garage.  Both would be constructed on company acreage behind the horse track.  He is also working on plans for a hotel or an entertainment facility that could feature boxing matches and singers.

A proposal to bring slot machines to Ohio will net less than 40 percent of the money for college scholarships that its backers are predicting, state budget analysts said yesterday. Their report appears to deflate claims offered by supporters. 

 

State Issue 3, which would authorize slot machines at seven racetracks and two downtown Cleveland locations, would generate about $324 million a year for scholarships — not the $853 million that backers are dicting, according to the Office of Budget and Management.  Ohio can support about 10,035 slot machines statewide, rather than the 31,500 that racetrack owners and developers are projecting, state budget analysts concluded. 

 

Backers of State Issue 3, known as Ohio Learn and Earn, scoffed at the findings.  "This report is so appalling and so ridiculous that we’ve asked a group of third-graders to review it because the math is so bad," Learn and Earn spokeswoman Robin Hepler said.  Still, the study comes as more bitter medicine for slots backers, who failed in their bid yesterday to block opponents from distributing literature that attacks the Learn and Earn financial projections.

ZANESVILLE - She's heard him speak many times at their alma mater, Ohio University.  Issue 3 Spokeswoman Robin Hepler and U.S. Senator George Voinovich shared their time together at OU. What they don't share is their view of Issue 3.  Voinovich is campaigning statewide against Issue 3, calling it "an attack on families."  "That has been his major complaint and we respect that," Hepler said. "It's OK to say you don't agree with gambling as a funding source, but it's not responsible to not provide an alternative."

 

Issue 3, campaigning as "Learn and Earn," will create college grants for all Ohio children using funds generated by limited and state-regulated slot machines. According to Hepler, the issue will provide $853 million worth of tuition money for Ohio students annually and $227 million annually in economic development funds for all 88 Ohio counties.  "We look at it and say, the benefits are tremendous. The people who want to gamble are already gambling and this just keeps the money in the state of Ohio where it can benefit our kids," Hepler said.

Contrary to public statements, Ohio Board of Regents’ staffers helped gambling proponents write the Learn and Earn scholarship portion of a proposed constitutional amendment on the November ballot, staff e-mails show.  Beginning in early December 2005, staff members were drafting language to make the scholarships part of the Ohio constitution, according to the e-mails obtained by The Dispatch.  At the same time, gambling proponents were writing ballot wording for State Issue 3 to allow slot-machine gambling in Ohio and to allocate some of the profits for college scholarships.

 

The nine regents, who are appointed by the governor, oversee higher education.  Their staff members helped with the scholarship language at the request of former regent N. Victor Goodman, a Columbus lawyer working with the gambling proponents.  Vice Chancellor Rich Petrick characterized the work as providing information about a program that regents staff members had been working on for years and that the regents dubbed Learn and Earn several years ago.

Leaders back gambling issue

CINCINNATI - A group of Southwest Ohio political and civic leaders today announced their support for a constitutional amendment to allow slot machines in Ohio, after negotiating a payment of $10 million a year to a special fund.  The money would be put into a new Greater Cincinnati Economic Development Fund for future projects.  The $10 million would be in addition to $89 million a year that gambling supporters say would come into the area, if Issue 3 is approved on Nov. 7.

 

Most of the $89 million would be targeted for scholarships and other educational support.  Issue 3 proponents say revenue of $1 billion over 10 years would be created by allowing slot machines at nine locations around Ohio, including River Downs in Anderson Township and Lebanon Raceway in Warren County.  Supporters of the constitutional amendment, backed by a group called “Learn and Earn,” said at a downtown news conference that the ballot proposal was a good deal for this area, even for non-gamblers.

Local elected officials and business leaders today announced their support for Ohio's Issue 3 based on the amount of money that would be generated for the region if the measure passes.  Issue 3 would permit slot machines at seven Ohio racetracks -- including River Downs in Cincinnati and Lebanon Raceway in Lebanon -- as well as two casinos in Cleveland. Its proponents have said the measure would provide an estimated $89 million each year in tuition grants, economic development and gambling addiction service funds to Greater Cincinnati.

 

But a new nonprofit called the Greater Cincinnati Economic Development Fund announced an agreement with Ohio's Vote Yes on Issue 3 Committee that will result in an additional influx of $100 million over 10 years for local economic and community development if the constitutional amendment passes.

I tell you I am mad as hell about this issue 3 after reading more about it.  I recall them passing around petitions for what I thought was some sort of scholarship fund, and here it is for legalized gambling! 

 

So this is just an indirect tax on people who like to gamble.  The whole concept sucks as far as I'm concerned.

Even though downtown Cincinnati was dealt out of its bid for a casino, Southwest Ohio could see dramatically expanded gaming if Ohio voters approve Issue 3.  The proposed constitutional amendment would legalize 31,500 slot machines at the state's seven horse-racing tracks plus allow two slots-only casinos in downtown Cleveland.

 

Lebanon Raceway in Warren County and River Downs in Anderson Township would add 3,500 slot machines apiece. Both would build hotels as well as restaurants and other amenities, said Robin Hepler, a spokeswoman for the racetrack owners behind the issue.  Lebanon Raceway, which leases its land on the Warren County Fair Grounds, plans to move to another site, off Interstate 75, if the controversial measure is approved.

     I think you should dig a little deeper before you sign off on this issue.  It appears that Taft's office believes that most of the money that will be gambled in Ohio is already being gambled by Ohioans in Indiana, West Virginia and Michigan.  If that's true, shouldn't we keep the tax dollars and jobs in our own state?  Don't get me wrong, I don't think gambling is a great solution to any issue, but if our residents are already doing it, I don't want to educate the kids of Indiana, West Virginia and Michigan at our expense.  I have read every article out there to try and figure out if the education part of this bill is accurate.  It appears so, because the last estimate by Taft's office on the projected proceeds from Issue 3 appear to go along with the structure the supporters explain.  I think Taft's office stated that under their projections, our students would get $343 Million in scholarships.  That sounds better to me than sending the money across the state border.  I've heard that Taft and the Republican party are simply opposed because as long as this issue hangs out there, their fundraising is signinficantly enhanced.  Actually, I heard that not only does he get money from the conservative group opposed to gambling, but also from the casinos in Indiana, West Virginia and Michigan!  That's what pisses me off.  I hate dishonest politics.  That sounds like a payoff if I ever heard of one!  If politicians are more concerned about raising money than benefitting the state, we have a right to know.  I also think they're not too happy about the fact that because this is a constitutional amendment, they won't be able to pull some simple legislative shuffle and use the money somewhere else (like they do with the lottery).  I say vote yes and bring the money and jobs back to Ohio!

David Zanotti, president of the Ohio Roundtable, would like you to think that he is protecting Ohioans from the "evils" of gambling. But the truth is that he is protecting his own gambling interests.

Zanotti teamed up with George Voinovich in 1996 to fight against Issue1, which would have allowed for Riverboat casinos in Ohio. They formed a political action committee called “Citizens for a Stronger Ohio” While this group claimed that they were going to run a grassroots campaign, because they had little-to-no money for advertising, they bought $600,000 in TV slots in the final days of their campaign.

 

Where did these so-called gambling opponents get the extra money? Gambling interests? BINGO!

 

Zanotti’s Citizens for a Stronger Ohio PAC accepted $250,000 from Bingo gambling interests. Contributors included bingo card and supplies manufacturers: Arrow International, American Games, Lancaster Bingo Company, Douglass Press, Stuart Entertainment, Bonanza Press, and Bingo King, a Philippines-based company.

 

In addition, David Zanotti (a.k.a. Mr. Bingo) accepted $10,000 from the Ohio Charitable Gaming District Association Inc. and $1000 from the Ohio Video Lottery-Coalition PAC. 

 

The Ohio Council of Churches has also publicly opposed Ohio Learn and Earn on the morality of gambling. However, over 400 churches and church-related groups currently hold Bingo licenses in Ohio.

 

 

 

 

At the bottom of this web page, there is a link that shows the official list of contributors to this campaign.  $200,000.00 came from Arrow International and the Lancaster Bingo company - both suppliers of bingo equipment to Ohio Charitable gaming.  How come we don't hear about this in the newspapers?

 

 

This is an objective look by policy anaylsts:

 

A proposal to bring slot machines to Ohio will net less than 40 percent of the money for college scholarships that its backers are predicting, state budget analysts said yesterday. Their report appears to deflate claims offered by supporters.

 

State Issue 3, which would authorize slot machines at seven racetracks and two downtown Cleveland locations, would generate about $324 million a year for scholarships — not the $853 million that backers are dicting, according to the Office of Budget and Management.

 

Ohio can support about 10,035 slot machines statewide, rather than the 31,500 that racetrack owners and developers are projecting, state budget analysts concluded.

 

..which says this is being oversold.

 

As in all gambling, the profit from this will go to gambling companys.  I see no economic benefit from this at all. Certainly not an educational one. 

 

This is is one of those "window dressing" issues that purports to solve a problem (lack of access to higher education for poorer people) while not really addressing it at all.

 

There is no way in hell I will support this, and I need to find out who the "No on Three" people are so I can make a campaign dontation.

 

 

 

 

I've heard that Taft and the Republican party are simply opposed because as long as this issue hangs out there, their fundraising is signinficantly enhanced.

Churches and others that hold bingo as fund raisers are 501©3 oganizations, meaning they are non-profit...their equipment providers are, but a church is rasing money for itself, not the equipment provider (one hopes).

 

 

 

 

 

 

Agreed.  I don't mean to say that Taft would support this issue if it weren't for the fundraising aspect.  Although he probably would if it would help his political career.  I'm just tired of politicians working for themselves instead of the residents of this state.  I'm also strongly opposed to our residents supporting the state budgets in the surrounding states.  If someone could propose a solution that prevented Ohioans from gambling in the surrounding states, and kept the money and jobs here, I would fully support it.  It's just not out there.  Approve Issue 3 or not, Ohioans will continue to gamble, Period!  I don't care whose numbers you believe, $343 Million for scholarships (maybe $853 Million - probably somewhere between) to Ohio students is better than giving the money to the surrounding states.  Plus the jobs/salaries that come with it.  Until the better idea comes up, I say we keep the money.  That's what I believe the real issue is.  For some reason, no one really wants to talk about it.  By the way, you don't really believe that Taft's office put out an "objective look by policy anaylsts", do you?  I'm sure the numbers are exaggerated on both sides.  If you want to get to the bottom line, ask any Cincinnati resident who supports the riverboats in Indiana.  I can tell you it's not the residents of Indiana.  Although, they get the jobs and the tax dollars.  That simply has to stop!

For $100M, business backs slots

It took the promise of $100 million over 10 years to secure the support of Greater Cincinnati corporate leaders for legalizing slot machines in Ohio. But the payment won't start appearing until mid-2008 and won't come in equal installments if a pro-gambling constitutional amendment is approved Nov. 7.  That money will go into a new economic development fund. With that commitment from casino owners in hand, the Cincinnati Business Committee, an elite group of corporate executives, and other corporate and political leaders said Monday they would support Issue 3.

 

The development fund is separate from what amendment backers predicted would be $89 million a year for education and other projects in southwestern Ohio, numbers that have been disputed by state budget officials.  But to sweeten the pot, casino owners agreed to pay the $100 million from their own profits into the new Greater Cincinnati Economic Development Fund.  The annual payments will total 0.4 percent of gross slots proceeds, and if those total less than $100 million after 10 years the operators will make up the difference, said CBC chairman Jim Orr, chairman and CEO of Convergys Corp.

Southwest Ohio business and political leaders will support a constitutional amendment to allow slot machines in Ohio, but an opposition group says proponents are "buying support" by pledging questionable revenue projections to supporters.  The Cincinnati Business Committee, a group of local chief executive officers, negotiated a $10 million payment for a special fund to gain Greater Cincinnati's support, they said Monday.

 

The money would be put into a new Greater Cincinnati Economic Development Fund for future projects.  The $10 million would be in addition to $89 million a year that gambling supporters say would come into the area if Issue 3 is approved Nov. 7.  Most of the $89 million would be targeted for scholarships and other educational support.

 

But David Zanotti, co-chairman of the Vote No Casinos committee, said supporters are just doling out promises even though the projections might not be realized.  "If someone in electoral office was to do that, it would be called a bribe," he said.

One of the strongest benefits of bringing gambling to Northeast Ohio will be the $75 million that can be used by the region to stimulate economic development, said Joe Roman, president of the Greater Cleveland Partnership.  In a pitch Wednesday to the Crain’s editorial board, Mr. Roman touted the $850 million in college scholarships that his group says will be a significant benefit of bringing first slot machines and then table games to Northeast Ohio.  But he conceded that part of the reason for his group’s support was the belief that there was no other way to get the economic development seed money GCP believes the region needs.

 

He compared that to the billboards he sees around the area that promote gambling casinos in Michigan, New York State, West Virginia and Canada — and, indirectly, the broader investment in their regional economies the casinos bring along.  He said he couldn’t imagine a similar billboard that read, “Invest in Ohio, We Don’t Have Gambling” providing the same economic boost.

Some quotes from a Cincinnati Post article from 2001.  Most of the article is about a previous attempt to bring gaming to Ohio.  The comments on who gambles at the Argosy probably still hold true.

Often, Ohio cars parked outside the southeastern Indiana casino outnumber those from Indiana by nearly a 2-to-1 margin - evidence that a large percentage of the slot machine coins and blackjack chips that have made Argosy the world's No. 1 riverboat originate in Ohio.

 

''There sure are lots of Ohio license plates on cars parked at casinos that border Ohio,'' Marty Evans of the Ohio State Racing Commission says with a trace of envy.

 

The license plates in Argosy's parking lots - any day, at any hour - underline Evans' observation.

 

Argosy's own estimates show that Indiana residents account for roughly 20 percent of the casino's 7.5 million annual admissions.

Walk around any casino parking lot in Indiana, Michigan or West Virginia and it's impossible to miss all the cars with Ohio and Kentucky license plates.  From Warren County in Ohio to Kenton County in Kentucky, thousands of residents travel every year to bet on games they can't play at home.  The exodus proves a point that even gambling opponents no longer dispute:  Greater Cincinnati and Northern Kentucky make up one of the strongest potential casino markets in America.

 

The region has the population, river and interstate access that inspires casino developers and keeps opponents on constant guard.  Most local residents, regardless of their views on gambling, expect to see casinos or racetrack slot machines here within five years, a new Enquirer/WCPO poll finds.  "It's the best spot in the country to bring casinos, no question about it," says Jerry Carroll, a Kentucky developer who would like to build one himself.  "You put a casino along the riverfront or along the I-75 corridor in Northern Kentucky, and you couldn't build it big enough."

A top official with The Meadows harness horse-racing track at the Meadow Lands believes the track will have slot machines for its patrons — possibly within six months after the November elections.  Michael Jeannot, vice president of Magna Entertainment Corp., Pennsylvania Racing Inc., which owns The Meadows and seven other racetracks nationwide, said he is "pleased that both candidates for governor support this issue."

 

Jeannot said six slot machine bills are pending in the state Legislature, including one by Rep. Thomas Petrone, an Allegheny County Democrat, who introduced a proposal a year ago to permit slot machines at the state's four horse-racing tracks.  These bills should be considered next spring, Jeannot said. If one of the bills passes, MEC, a Canada-based corporation that is the largest operator of thoroughbred racetracks in North America, could have temporary slot facilities up within six months.

I feel sorry for the Board of Regents staffer that let this out.  Check out the link to the Board of Regents staff analysis of Issue 3.  Seems they wrote this before Taft could direct them on what he wanted it to say.  It's really sad that political strategy continues to get in the way of doing the right thing.  If Taft applies more pressure or punishes the Board of Regents in any way for doing their job, he should be removed from office.  Here's the link:

In case you don't feel like reading the whole analysis, there is one part that addresses the concern about whether or not Issue 3 money will truly go to education.  The Regents staff is interpreting language in the proposed amendment that says "The moneys expended hereunder on scholarships and grants shall supplement, not supplant, per-student state resources appropriated for post secondary educational programs and purposes prior to or after the approval of this amendment." 

 

Board of Regents response:

 

"Answer: Since the funds are earmarked, it would seem that these funds constitute a separate fund source.  The apparent intent of this proposed language is to commit the Legislature to previous funding levels and not allow this fund as a set off as was done to the Ohio Department of Education after passage of the Constitutional Amendment establishing the Ohio Lottery." 

 

     This is unbelievable.  The Regents staff has just explained (actually it sounds more like an accusation)that the lottery language was designed to allow the legislature to reduce their education spending when money was contributed by the lottery.  We are finally seeing an inside opinion on the flaws in the Lottery funding system.  Is Taft so afraid of balancing the budget that he doesn't want to truly commit money towards education?  It would be nice if the public got the clear picture on the fact that Issue 3 money can't be abused like the lottery money has been.  Spread the good word!

I really don't have the resources to get the facts, so I'm glad the Plain Dealer put this article together today.  I attached the links below.  Notice the chart that shows about 14 million casino visits by Ohioans to the surrounding states!  Looks like they gambled $925 million during those visits.  Now who thinks we can stop Ohio residents from gambling.  We're simply giving away the money.  Happy reading:

For Chuck and Mary Hildebrandt, overnight trips to feed the West Virginia slots mean free meals, dancing and the occasional "Ka-ching!"  Pinching off the cheesy string of his complimentary omelet, Chuck points to the "Lucky Seals" slot machine that's 20 yards from his restaurant seat at the Mountaineer Racetrack and Gaming Resort.

 

The pursuit of jackpots at Mountaineer keeps pulling the Hildebrandts back. But they say there's something wrong with this picture - they should be spending their dollars in Ohio, not 90 miles away and over the Ohio River from their home in Norton.

 

The Vote Yes on Issue 3 Committee points to folks like the Hildebrandts to trumpet this argument - nine Ohio slots parlors would capture a majority of the estimated $925 million in yearly revenue that Ohioans generate at border-state casinos.

I think the slots and one nice first class casino/spa would be great in Cleveland.  It's not a fix all, but why let money flow into other states.  Cleveland will never be Vegas or AC, nor is it trying to be, but if the casinos can keep money home, then i'm all for things that help spark the local economy.

So this is basically just a measure to "not let money flow into other states", eh?  Since West Virginia, Michigan, Indiana, Pennsylvania, New York, New Jersey, Missouri, etc etc all have or are getting casinos.  So there really will not be much "gambling tourism" to Ohio from other states.  West Virginia's gaming facilities in Wheeling and Chester profited from Pennsylvania and Ohio visitors... but now that those states are getting casinos, perhaps WV's will wither.

 

But with just about every state getting casinos now... no state can really count on out-of-state visitors pumping up their projections.  With the saturation of casinos, they will all become meager performing regional facilities, as opposed to destinations.  Be wary of the pie-in-the-sky projections the gaming proponents advertise.

     Your pretty much correct.  With the casinos, at least slot machines, coming into every other state, we really won't have an advantage over them unless we can combine entertainment, etc. with those facilities.  Ohio's cities all offer professional sports, major college sports and major concert facilities, which aren't available in Lawrenceburg, Indiana, or the West Virginia slot machine cities.  The real issue comes down to Ohio residents no longer supporting those surrounding states with our gambling losses.  It's like they put a mechanism in place to tax Ohio residents, and we just sit by and watch.  Regardless, I think you're correct in saying that casinos alone won't set Ohio apart.  For anyone that simply objects to gambling, this is really the lesser of two evils, but if they think saying no to issue 3 prevents problem gamblers, they're just not paying attention.  Yesterday's Cleveland Plain Dealer said Ohio residents visited casinos in Indiana, West Virginia and Michigan 10.5 million times last year.  We're already gambling.  The problem gamblers are more likely to make the effort to get to these existing casinos, so most of them are probably already feeding their addiction.  Who's paying for their treatment today?  Last time I checked, Indiana, West Virginia or Michigan weren't taking care of it.  If the problem already exists, we might as well get the benefits too.  I hope Issue 3 passes.

WARREN — Members of the Mahoning County Democratic Party on Tuesday announced its endorsement of the issue 3 Tuesday, saying Ohioans will continue to gamble, so the state should reap some of the benefits.  Meanwhile, U.S. Sen. George Voinovich said during a stop in Warren Tuesday that the proposed amendment would hurt Ohio families.  ‘‘They have done everything they possibly can to pull the wool over the eyes of Ohio voters. Nobody in higher education says this is what we want,’’ Voinovich said.

 

Issue 3 would amend the state constitution to allow a maximum of 31,500 slot machines to be placed at seven race tracks in Ohio and two other specific locations in Cuyahoga County.  What is being called the Learn and Earn initiative is being pushed as a way to put Ohio’s students through college and compensate for the increasing cost of higher education.  The amendment would allocate 55 percent of the revenue generated from the slot machines back to the gambling facility owners, in addition to another 6 percent for race track purses — an estimated total of $659 million, according to the Ohio Office of Budget and Management.

 

About $324 million would be allocated to higher education, $86 million split among the 88 counties and local municipalities for economic development purposes and up to $11 million dedicated to gambling addiction services. Issue 3 also requires the implementation of a Gaming Integrity Commission, which could take up to $11 million away from local governments.

Heading into the final three weeks before the election, the campaign for legalized gambling in Ohio has turned to former consultants for Presidents Nixon and George H.W. Bush.  But the public likely will never know how much they are paid.

 

Backers of state Issue 3 also have replaced the campaign’s spokesman for the second time. They say the switch isn’t about instability but the need for a full-throttled public-relations push in the final stretch.

 

Proponents of the measure already have spent about $466,000 on public-relations and media consultants, according to campaign-finance reports.  And that number doesn’t include lobbyists and consultants working directly for the seven racetrack owners and two Cleveland developers who are sponsoring Issue 3.

COLUMBUS - The mayors of Ohio's biggest cities are weighing in with where they stand on a proposed constitutional amendment authorizing up to 31,500 slot machines in the state.  With the promise of slot parlors and the potential for full-fledged casinos at two prime downtown locations, Cleveland Mayor Frank Jackson has placed his bets with Issue 3.  So has Dayton Mayor Rhine McLin.

 

But Columbus Mayor Mike Coleman, with no proposed casinos in his city's center, yesterday bet against the slots-for-scholarships issue, predicting the "sucking sound" of tourism dollars and jobs leaving his city.  Toledo Mayor Carty Finkbeiner has generally spoken favorably of slots while pushing for a downtown waterfront site that is not part of Issue 3.  He has not endorsed or opposed the Nov. 7 ballot issue, despite repeated queries from The Blade.

Racetrack owners and two Cleveland developers are using the high cost of college education to hook voters on a plan to bring up to 31,500 slot machines to Ohio.  The Vote Yes on Issue 3 Committee is running a multimillion-dollar campaign to change the Ohio Constitution and allow up to 31,500 electronic-slot machines at nine sites - Ohio's seven racetracks, as well as Tower City owned by Forest City Enterprises Inc. and the Nautica Entertainment Complex operated by investor Jeff Jacobs.

 

But slots opponents say the would-be slots operators are over-hyping the "Learn and Earn" plan to achieve the true aim - pocketing tens of millions of dollars in profits.  Ohio "is the last big piece of land that the gambling industry wants," says David Zanotti, leader of the Vote NO Casinos Committee. "If they get the door open, they'll do whatever they want with it."

 

Since 1990, gambling interests have failed twice at the ballot and repeatedly in the Ohio legislature to land racetrack slots parlors or full-fledged casinos. But the slots group believes the time is right.  Ohioans now spend more than $900 million yearly at casinos in Indiana, Michigan and West Virginia, according to gambling industry estimates.

The history of gambling in America is littered with examples of shady figures skimming profits from casinos to enrich themselves or their associates in organized crime.  So you’d think the architects of a proposed constitutional amendment to bring gambling to Ohio would have set rules to keep out sketchy operators and to keep the eyes of government on the industry, right?

 

Well, yes and no.

 

State Issue 3, which would authorize up to 31,500 slot machines at seven Ohio racetracks and two downtown Cleveland locations, would establish a bipartisan, fivemember panel to oversee gambling regulations in Ohio.  The amendment does not, however, establish what those regulations would be. That responsibility would fall to state lawmakers, many of whom are skeptics or opponents of legalized gambling.
