University continues its push for expansion of Hazel Street

VINDICATOR EDUCATION WRITER

 

YOUNGSTOWN — The president of Youngstown State University said YSU already has a strong link to the city's downtown commercial district, and the proposed Lincoln-Rayen-Wood redevelopment project will only strengthen that bond.

 

The university has a major role in that project, looking to expand part of its campus a block south toward the downtown area with a new Williamson College of Business Administration building on the south side of Rayen Avenue.

YOUNGSTOWN — The Youngstown Metropolitan Housing Authority plans to build houses on Evans Field and give a major face-lift to Chase Field on the city's North Side in the coming months.

 

The projects are two key components of YMHA's Hope VI Revitalization Program. Hope VI is a U.S. Department of Housing and Urban Development redevelopment program for housing authorities.

Board approves pact for demolition of homes

The city will open bids June 29 to demolish another group of 25 houses.

YOUNGSTOWN — The city's board of control approved a $69,600 contract for a Campbell company to demolish 25 houses on the northeast side of town as part of its effort to take down about 300 dilapidated structures this year.

 

The board voted Thursday to approve a contract with Pro Quality Development Inc. for the residential property demolitions.

 

Pro Quality also received a $65,000 contract last week to demolish 25 abandoned houses on the city's South Side.

YOUNGSTOWN — As the city works to improve its appearance by demolishing blighted structures, one of the nation's largest corporations is standing in its way, says city Finance Director David Bozanich.

 

General Electric owns the former Youngstown Lamp Plant, a 140,000-square-foot brick building on Market Street that the company closed in 1985. About 500 people worked at the plant before it closed.

 

"It's on a gateway street to downtown, and the building is in deplorable condition," Bozanich said. "It's an eyesore. It's an ugly building."

Monroe eyesore is leveled

YOUNGSTOWN — A longtime eyesore in a South Side neighborhood is on its way out.

 

Crews began demolishing the former Monroe Elementary School in the West Chalmers and Willis avenues area Thursday, removing what some residents and city officials call a health hazard as well as an eyesore.

 

The common sentiment among neighbors as rubble fell to the ground: It’s about time.

 

‘‘We all want it down,’’ said Cleo Sammons, who has lived across the street from the school on Willis Avenue for 42 years.

City demolition dollars stretched

YOUNGSTOWN — Competition among contractors is stretching the city’s demolition dollars, allowing them to far surpass the number of structures they knocked down last year.

 

Deputy Director of Public Works Carmen Congolose said Thursday that the city has 150 homes under contract to be demolished this year and have knocked down 125 themselves, 75 by the Street Department and another 50 that have been ordered as emergency demolitions.

Megan Shutes, Hope VI coordinator, said they visited for three days and were helpful. They seemed pleased with the progress that YMHA is making with Arlington Heights, the Hope VI development on the city's North Side, she said.

Diagonal parking hits snag

WARREN — It appears the effort to get diagonal parking downtown has switched directions once again after the results of a third parking study in three years were released Monday.

 

A frustrated Jim Cicchillo, former City Council member and downtown property owner, stormed out of the public meeting after he said it became apparent the much anticipated diagonal parking was not going to happen.

 

‘‘If you want to have redevelopment in downtown Warren, you better do something,’’ Cicchillo said. ‘‘If you want a freeway like we’ve had for the last 25 years, that’s fine. I’m done being sick over that.’’

 

The Warren City Board of Control hired Burgess & Niple Inc. on May 10 to conduct a capacity analysis study and ‘‘determine the operation effects of converting the existing parallel parking to diagonal parking.’’

Sports Museum for Downtown Wins Renewed Support

YOUNGSTOWN, Ohio -- The proposal to rehabilitate the Kress Building downtown and convert it into a sports museum got a boost Tuesday when the downtown CIC granted backers a 90-day period of exclusivity so they can assess whether $3 million in funds can be raised.

 

Attorney Jeff Kurz, owner of Imbibe and a leader in the Youngstown Arts and Entertainment District Association, and former state Sen. Harry Meshel asked the Youngstown Central Area Community Improvement Corp. for the time needed raise the $2.5 million to $3 million needed to buy the Kress Building and transform it into a sports museum......

Group Seeks Citywide Vote on YSU Development Plan

YOUNGSTOWN, Ohio -- A group of business owners wants the voters, not City Council, to decide whether a plan to redevelop the area just south of the Youngstown State University campus should move forward.

 

A petition delivered to City Hall July 10 calls for placing four ordinances passed by City Council last month on the November ballot, said Maggy Lorenzi, a citizen-activist who helped draft the petition. The ordinances deal with the proposed redevelopment of the Lincoln-Rayen-Wood district located between downtown and YSU.

YOUNGSTOWN — A state Supreme Court ruling against an Ohio city seizing property through eminent domain for private development has no impact on a Youngstown plan to link downtown to the university, the mayor says.

 

The court unanimously ruled Wednesday that economic development isn't a good enough reason under the state constitution to permit Norwood, near Cincinnati, from taking property for a $125 million project by private developers.

 

City council approved a plan last month to link downtown to Youngstown State University by extending Hazel Street. To do so, the city has to obtain property, most notably Grenga Machine & Welding Co. on West Rayen Avenue.

YOUNGSTOWN — Of Mike Damiano’s 29 years working for the city, this year might be the best thanks to this year’s aggressive demolition program.

 

Extra money in the budget this year is allowing Damiano, who heads up demolition for the city, to knock down more vacant commercial structures than normal. Usually, he said, there are only one or two that are demolished, but he has already three this year and more are to follow.

 

‘‘Just to get some of these dumps down really makes the job a little more worthwhile,’’ Damiano said Wednesday.

YOUNGSTOWN — A referendum to allow city voters to repeal city council legislation extending Hazel Street to connect the downtown to the university failed to obtain the required signatures to get on the Nov. 7 ballot.

 

A group opposed to the extension project submitted petitions with 1,273 signatures. The referendum needed 1,088 valid signatures before it could be considered for placement on the ballot.

Work is moving ahead on Smoky Hollow

YOUNGSTOWN — The Wick Neighbors Inc. development group is a step closer to its goal of developing the North Side Smoky Hollow neighborhood.

 

The group announced Wednesday an agreement with a Cleveland firm that has worked on other neighborhood revitalization projects. The firm, Zaremba Inc. of Cleveland, has helped develop several urban neighborhoods throughout the northeastern part of the state in recent years.

 

Wick Neighbors Executive Director Margaret Murphy called the agreement a milestone for the city, and said seeing the revitalization project inch another step toward breaking ground is exciting.

WRAP director Anthony Iannucci Jr. asked city council at a caucus meeting Wednesday to pass a resolution approving the naming of Warren as a Main Street Community by Downtown Ohio Inc., which is a branch of Ohio's division of the National Trust for Historic Preservation.

 

Through Downtown Ohio, the city will also be able to seek certification as a National Main Street Center from the National Trust.

 

The project is being spearheaded by Warren GROWS (Grassroots Revitalization of Warren), an umbrella organization of WRAP.

YOUNGSTOWN — If pre-development design work goes smoothly and follows a projected timetable, the next major step toward redeveloping the Wick District-Smoky Hollow area could get under way by late November or early December.

 

That was a key point made by Margaret Murphy in her presentation at a luncheon at the Youngstown Club on Wednesday that was hosted by the Rotary Club of Youngstown. Murphy, executive director of Wick Neighbors Inc., noted that studies and other components of the development plan are being looked at by Zaremba Inc. of Cleveland.

Funding questions grow

WARREN — With nearly two-thirds of the year complete, an organization formed to help revitalize downtown Warren has collected only about a tenth of its total budget for the year.

 

Warren GROWS, or Grass Roots Revitalization of Warren, budgeted expenses of $250,000 this year — $181,000 for 31 specific revitalization projects and $69,000 for administrative costs. But a campaign to raise money for this year’s expenses and those in the next two years isn’t even expected to kick off until this month.

 

‘‘If they are collecting money, and it’s for administrative cost and they are not telling people, that’s an issue. I have not written a check and I don’t expect to until it’s separate,’’ said Patty Limperos, chairwoman of GROWS promotions and marketing committee.

 

Limperos and several volunteers said they did not know an administrative budget existed and believed the donations already being collected were going to Warren GROWS projects.

Council backs bid for Main Street plan

WARREN — Another obstacle was overcome Wednesday for the grassroots organization working to add Warren into a network of 32 other Ohio Main Street Communities for neighborhood revitalization programs.

 

City Council voted 9-1 Wednesday in favor of a resolution supporting the Warren GROWS bid to make Warren a Main Street city. The resolution is a requirement for Main Street applicants.

 

Ohio Main Street is a partnership with the National Trust Main Street Center. Although there is no money available for revitalization through the program, member communities can network with each other to work out problems and are guided to available funding sources.

 

Over the last eight years, almost $300 million has been invested statewide, more than 300 businesses started, 1,118 buildings rehabilitated and almost 3,000 jobs created through the program, state program officials said.
