In June, the city approved a development district plan of a 38-acre area at and near YSU that would extend Hazel Street. The plan's key component is a $30 million YSU College of Business Administration on Phelps and Hazel streets and Rayen Avenue.

The Ohio School Facilities Commission has agreed to fund 68 percent of the total cost of completely replacing the district's three school buildings. The school board wants to borrow $18 million through the sale of bonds to cover the 32 percent local share. Demolition funds make their mark

The city plans to demolish 375 structures this year.

YOUNGSTOWN — The goal set at the beginning of the year was rather ambitious.

 

City officials, led by Mayor Jay Williams, wanted to demolish up to 300 vacant and dilapidated structures, primarily houses, in 2006. In past years, the city typically demolished 100 to 200 structures annually, most of them vacant houses without problems such as asbestos and lead paint.

 

That sometimes did little to improve many neighborhoods, Williams said. Only a house or two on a street would get torn down and two or three houses with asbestos or other major problems on the same street would remain standing because of the extra cost of demolishing them, he said.

They have great plans for two of the downtown buildings; the Reality and Wick Building. They plan on a total of 60 large lofts between the two buildings, and even a roof-top gardens, like you'd find in New York. There dedication to downtown extends to the ownership of the National City Bank, Stambaugh, and the new GM Park Place. The City has given the firm a $4 million dollar no-interest loan, as well as a 12 year tax abatement.

Parking debate becomes slanted

WARREN — Two decades of studies and debate will be settled this weekend as workers paint the much-anticipated slanted lines on North Park Avenue and High Street.

 

Most downtown business owners expressed surprise and excitement at the prospect of luring more shoppers and businesses downtown, although a few said the action was too little too late.

 

For years proponents of the pull-in diagonal parking argued parallel parking scared people away from downtown. Tom Crowley, owner of Gene’s Jewelers on North Park Avenue, said that has yet to be determined.

 

‘‘I think it’s fabulous,’’ Crowley said. ‘‘Any change visibly that people can see just shows something is going on and it’s worth trying.’’

 

Melissa Yohman-Murphy and her husband, Stephen Murphy, owners of the Blue Iris Cafe on North Park, echoed Crowley, saying the new parking is another step toward downtown revitalization.

Parking gets new direction

WARREN — Several business and building owners were happy to see a crew from the city’s Operations Department painting diagonal parking lines around Courthouse Square Sunday morning, but were disappointed to see how the spaces were being implemented.

 

Mayor Michael J. O’Brien walked up and down High Street with building owners Jim Cicchillo and Holly Taylor, as well Eric Thompson, owner of Satoli Carpet, and Tristan Hand, chairman of the Traffic Commission, explaining the reasons for the 30-degree angled parking.

 

At the end of the discussion, O’Brien promised to add between four and five additional spaces on High Street after the public gets used to the reduced lanes and new parking system.

 

‘‘As it works out, we will be able to pick up spaces here and there, but the first priority is safety,’’ the mayor said.

 

Cicchillo, who has been a long-time proponent of the angled parking, said if he would have known there would be the same amount of parking as before, or even fewer spaces, he would not have supported the new system.

Downtown demos begin

WARREN — The blighted structure brought down by YoHo Excavating Tuesday may be the first in a series of downtown demolitions.

 

The structure at 279 E. Market St. was ruined by fire about a year ago, but because it sits on a small parcel of land, it may be difficult to bring in new developers.

 

Warren Redevelopment and Planning Corp. Director Anthony Iannucci said the organization is looking at other property in the area with the hopes of creating a larger parcel to market.

 

‘‘It relates directly as we talk about development in the downtown area. Anytime we can remove a blighted property and have a site for development that’s a plus,’’ Iannucci said.

 

Iannucci said the first priority was demolishing the structure, which has become a safety hazard.

 

The former Jackson’s Lounge, another vacant structure sitting next door to the WRAP property, is one Mayor Michael J. O’Brien said he would like to see torn down.

 

O’Brien said there are other parcels, many of which have different owners, just north of the building that WRAP is hoping to secure.

 

‘‘It’s another piece of the downtown revitalization process. I would hope that other building owners will cooperate in the same fashion as those owners did with the most recent demolition project,’’ the mayor said.

WARREN — Businesses looking to locate in downtown Warren soon will have a group of incentives that could save them thousands of dollars while helping the city achieve its revitalization goals.

 

Warren GROWS, a group of active city volunteers working to revitalize the Central Business District, presented a working plan of eight business incentives to City Council Thursday, which are based on an employment and investment formula that applies equally to large and small companies.

 

The formula looks at the number of new employees, investment in real property improvements, investment in new equipment and inventory, amount of new payroll, investment in real property purchase, and public sector financing/assistance. It then awards points for each of those categories, which is then converted to percentages to be applied to different incentive packages.

 

Companies can receive a minimum of 20 percent and a maximum of 97 percent in incentives for their business, according to the plan’s draft.

On Thursday, city officials will release a draft transportation survey conducted by MS Consultants to determine the impact the Lincoln-Rayen-Wood development district would have on traffic patterns in that area, particularly the proposed Hazel Street extension. The city will have a hearing at 6:30 p.m. that day in the Chevrolet Centre's community room.

 

The public is invited to comment on the draft study and submit written comments during the two weeks after the hearing, said Carmen S. Conglose Jr., the city's deputy director of the public works department.

Three Urban Ohio-ers were students who took part in this, including yours truly, but I do not go to Kent.

All-in-all, it was a very interesting weekend... and there was way to much food.

The architect that funded a big part of charrette sort of had his own ideas on how things should be (he is an architect after all) but making people aware of the possibilities - and seeing their faces light up as they 'saw the light' - was nice.

That place is crazy. I have never seen so many furniture stores in one concentrated area in my life. And all the signs! For those who have never been there, think of Brookpark road aon a bad acid trip. Their zoning actually says any sign up to 200 sq ft can be erected as long as it is not offensive or immoral. I wish i had the picture one of my fellow student took of the giant Ambiance billboard, or Elmo's Bra and Girdle, or the giant neon Bud Light sign

 

The historic district is nice and there is great potential if their one train track is vacated. The park was nice too.

GIRARD — A waste company has been pushing to put a landfill on about 20 acres adjacent to the Mahoning River, but the city hopes to use that land for recreational purposes.

 

Mayor James Melfi said the city recently filed paperwork in Trumbull County Common Pleas Court to take the land by eminent domain. He said the plan to acquire the land is not an attempt to stop the landfill but is keeping in step with a recreational-use plan developed by the county several years ago...

Heritage Ohio rejects bid for recognition

The Warren GROWs project manager announced his resignation.

WARREN — Two downtown redevelopment agencies were notified Friday that their bid to make Warren a nationally recognized historical community has not succeeded — at least for this year.

 

Warren GROWs (Grassroots Revitalization of Warren) — an umbrella organization of the Warren Redevelopment and Planning Corp. — filed an application last month with Heritage Ohio to become a Main Street Community.

 

Through financial grants and strategic planning, the Main Street program helps Ohio communities preserve historic sites while bringing new businesses into the community.

 

Anthony Iannucci, the WRAP executive director, said he was disappointed but not deterred by Heritage Ohio's decision. During the 10 years the program has been in operation, only 32 Ohio communities have been accepted, Iannucci said.
