By DAVID SKOLNICK CITY HALL REPORTER YOUNGSTOWN — The goal set at the beginning of the year was rather ambitious. City officials, led by Mayor Jay Williams, wanted to demolish up to 300 vacant and dilapidated structures, primarily houses, in 2006. In past years, the city typically demolished 100 to 200 structures annually, most of them vacant houses without problems such as asbestos and lead paint. That sometimes did little to improve many neighborhoods, Williams said. Only a house or two on a street would get torn down and two or three houses with asbestos or other major problems on the same street would remain standing because of the extra cost of demolishing them, he said. Most downtown business owners expressed surprise and excitement at the prospect of luring more shoppers and businesses downtown, although a few said the action was too little too late. For years proponents of the pull-in diagonal parking argued parallel parking scared people away from downtown. Mayor Michael J. O’Brien walked up and down High Street with building owners Jim Cicchillo and Holly Taylor, as well Eric Thompson, owner of Satoli Carpet, and Tristan Hand, chairman of the Traffic Commission, explaining the reasons for the 30-degree angled parking. At the end of the discussion, O’Brien promised to add between four and five additional spaces on High Street after the public gets used to the reduced lanes and new parking system. ‘‘As it works out, we will be able to pick up spaces here and there, but the first priority is safety,’’ the mayor said. The structure at 279 E. Market St. was ruined by fire about a year ago, but because it sits on a small parcel of land, it may be difficult to bring in new developers. Warren Redevelopment and Planning Corp. Director Anthony Iannucci said the organization is looking at other property in the area with the hopes of creating a larger parcel to market. ‘‘It relates directly as we talk about development in the downtown area. Anytime we can remove a blighted property and have a site for development that’s a plus,’’ Iannucci said. Iannucci said the first priority was demolishing the structure, which has become a safety hazard. The former Jackson’s Lounge, another vacant structure sitting next door to the WRAP property, is one Mayor Michael J. O’Brien said he would like to see torn down. O’Brien said there are other parcels, many of which have different owners, just north of the building that WRAP is hoping to secure. ‘‘It’s another piece of the downtown revitalization process. Warren GROWS, a group of active city volunteers working to revitalize the Central Business District, presented a working plan of eight business incentives to City Council Thursday, which are based on an employment and investment formula that applies equally to large and small companies. The formula looks at the number of new employees, investment in real property improvements, investment in new equipment and inventory, amount of new payroll, investment in real property purchase, and public sector financing/assistance. It then awards points for each of those categories, which is then converted to percentages to be applied to different incentive packages. For those who have never been there, think of Brookpark road aon a bad acid trip. Their zoning actually says any sign up to 200 sq ft can be erected as long as it is not offensive or immoral. I wish i had the picture one of my fellow student took of the giant Ambiance billboard, or Elmo's Bra and Girdle, or the giant neon Bud Light sign The historic district is nice and there is great potential if their one train track is vacated. The park was nice too.

By AMANDA GARRETT VINDICATOR TRUMBULL STAFF WARREN — Two downtown redevelopment agencies were notified Friday that their bid to make Warren a nationally recognized historical community has not succeeded — at least for this year. Warren GROWs (Grassroots Revitalization of Warren) — an umbrella organization of the Warren Redevelopment and Planning Corp. — filed an application last month with Heritage Ohio to become a Main Street Community. Through financial grants and strategic planning, the Main Street program helps Ohio communities preserve historic sites while bringing new businesses into the community. Anthony Iannucci, the WRAP executive director, said he was disappointed but not deterred by Heritage Ohio's decision.
