Landscape design group plans new HQ on the south side

 

A landscape design company is planning a new office building on the Parsons Avenue corridor.

 

Foreground Studios is looking at two city land-bank lots at 1632-1638 Parsons Ave. for a new office. Principals Noah Mabry and Singleton Hicks told me they want a permanent home for the landscape architecture firm they started a few years ago.

 

"I can see the wave is coming down Parsons Avenue from the Children's Hospital area," Mabry said. "We wanted to develop further south, so we're kind of ahead of the development wave, but it's going to catch up to where we are."

More Changes Coming to Parsons Avenue

 

Work will continue through the fall on the latest round of streetscape improvements for Parsons Avenue. The scope of the project runs from Livingston Avenue to Hosack Street, and includes a resurfacing of the street and reconfigured travel lanes.

 

“The Department of Public Service believes that this project will improve the traffic flow in this area and make it safer for motorists, bicyclists and pedestrians,” said Assistant Director Jeff Ortega. “These improvements are much-needed in this key business corridor in the city.”

New Office Building Planned for Vacant Lot on Parsons Avenue

 

A new building planned for a vacant lot on Parsons Avenue will bring about 2,000 square feet of office space to a part of the corridor that has not seen much investment in recent years.

 

Located at 1636-42 Parsons Ave., the building will sit about half a mile north of the John Maloney Health Center (and the adjacent Parsons Place and Parsons Village projects), and about a mile and a half south of the new East Public development.

 

The project is being developed by Noah Mabry and Singleton Hicks of Foreground Studio, a landscape design firm that will occupy a little less than half of the new building.

Along Parsons Avenue, an experiment in inclusive development for the former 'Harlem of Columbus'

 

For Blake Compton, it’s been “an amazing journey of weird intersection.”

 

It was three years ago during a drive through the south side that the CEO of Compton Construction had a chance conversation that convinced him of the neighborhood's potential. He told Brianne DeRolph and Killian McIlroy that he wanted in and their resulting venture, SideStreet Development LLC, committed to renovating an entire block of Parsons Avenue for a new urban development.

 

They gathered recently with dozens of neighbors in that set of stout industrial buildings at what will soon be Parsons North Brewing Co., a new focal point for the corridor.

Here's the site plan.  Despite the way of ground floor plan looks, the 'E' portion to the south is connected with the smaller portion to the north.  The top two floors run continuously between the two portions.  This part (with the green roof in the above rendering) bridges over Jackson Street:

An update on this 163-unit apartment development near the southwest corner of Livingston & Parsons.  Its now called The Arbor - and the only reason I knew it was completed was because it was listed among the residential stops for CU's Urban Living Tour scheduled for this weekend.  So here's The Arbor: https://www.arborcolumbus.com/

The first thing you notice about The Arbor is how awkward and ugly the exterior is.  Looks like a lot of value engineering took place!

The second thing you notice it that the most interesting part of the original design (the bridge over Jackson Street) has also been value engineered out the finished product.

Probably the best aspect of The Arbor is that it is buried deep in this former Bobb Chevrolet lot at the southwest corner of Livingston & Parsons and that none of this apartment complex is visible from Livingston and Parsons (CVS Pharmacy is at the corner and the Village Pointe building containing The Crest, Alchemy and The Fitness Loft is along Parsons).  And the development does have good density and some underground parking.  So, eh?

The arbor was so poorly constructed. Not sure how that made it to fruition with that awful design.

First Look: Community Grounds on Parsons Avenue

 

It’s been a long road for Community Grounds co-owner Joel Cosme, Jr. as he and his wife Tara Mullins-Cosme have worked to open their coffee shop on 1132-1134 Parsons Avenue.  Cosme first announced plans for Community Grounds five years ago, subsequently getting hit with family illness, construction delays and bad contractors.

 

Despite the trouble, Community Grounds is here.  Church and Community Development for All People, a nonprofit community development organization on the South Side, will host the Avenue for All Festival, and Community Grounds will hold its soft opening for the event before grand opening later this month.

Parsons Avenue development now drawing two banks

 

Parsons Avenue, once an illustration of the city’s struggling South Side with blight and crime problems is enjoying enough of a renaissance that not one, but two banks plan to open branches where none exist today.  Chase will open a branch in a former Subway location at 740 Parsons Avenue across from Plank’s Cafe.  First Financial Bank has signed a letter of intent to open in the Parsons Village senior housing complex, 1843 Parsons Avenue.

Much of the development along Parsons Avenue is building off the expansion of Nationwide Children’s Hospital and the growing popularity of the surrounding neighborhoods.  In the past year or two, additions along Parsons include restaurants such as Comune and Buns & Brews, the Parsons North brewpub, the indie bookstore and cafe Two Dollar Radio, and in May, Community Grounds Coffee & Meeting House.

 

According to the Parsons Avenue Redevelopment Corp., more than $22 million has been invested in Parsons Avenue in the past five years and $50 million in rehabilitated housing and new construction in the neighborhoods near Parsons.

Parsons Avenue Bakery Nears Opening Date

 

South Siders looking for a sweet treat won’t have to wait much longer. J’s Sweet Treats and Wedding Cakes plans to make its debut later this month.

 

Founder Juana Williams is aiming for a February 28 soft opening, a grand opening celebration the following weekend, and a block-party style affair once the weather turns warm.

 

The bakery is flanked by two other local businesses, 5th Element Tattoo Gallery on one side and The Pit BBQ Grille’s recently-opened second location on the other.

Interesting little development being proposed at the corner of Parsons & Stanley.  A three-story, 12-unit building with ground floor retail has been approved to replace two, 2-story houses at 921 & 923 Parsons Avenue.

 

According to the CU article, the Parsons Avenue Redevelopment Corporation (PARC) has been renting out the two homes since buying the properties in 2017.  The new building is being named after the late Eleanor Edgar, mother of Reverend John Edgar, Executive Director of Community Development for All People.  That organization is behind alot of inclusive redevelopment activity in the Parsons Avenue corridor and operates out of the United Methodist Church For All People across the street. 

 

The article didn't say if (PARC) was formally partnering with that organization on this project.  But PARC executive director Brian Higgins, who is also Principal of Arch City Development, is a bit like a secular/private sector version of Rev. Edgar's religious-driven public redevelopment work.  So, if not a formal partnership, at least the redevelopment goals are compatible.

 

Below is an aerial of the area.  The southwest corner of Parsons Avenue is one block north of Whittier.  The rest of the block where the 12-unit Eleanor building is planned includes a now-closed USPS branch in the one-story brick building at 500 E. Whittier Street and the All People's Fresh Market located in a repurposed former carryout:

I think this is exactly what parsons needs. Smaller development focused on retail/restaurant and affordable housing.

A quick update on the affordable dev that was announced earlier this year, also a link to help support. Here’s to hoping this will be one of several more developments coming to Parsons in the next few years.

The South End Hotel redevelopment will preserve a building that provides 24 affordable apartments. The combined South End Hotel Apartments and Community Development for All People's new social enterprise, the South End Café, are anticipated to spur additional redevelopment of both affordable housing and retail space in the area, according to Mike Premo, director of engagement for the organization.

 

The cafe will be about 1,000 square feet and will provide jobs to people having a hard time finding employment.

I love all the development going on along parsons. Seems like it is developing how most should, with a focus on affordable housing while offering retail and better neighborhood experience. Can’t wait to see Parsons in 10 years.

There's also a new Parsons Road exit off of the freeway.  I live in Merion Village and it's very convenient for us.  We can now exit at Parsons and use it to get to the "back side" of Merion Village, cutting out all the traffic on High St.

Preservation group buys 90-year-old South Side shoe-repair shop

“Columbus Landmarks has bought a former shoe repair shop on Parsons Avenue, its first purchase through a new fund designed to save endangered buildings from destruction.

 

The historic preservation group paid $35,000 for the 650-square-foot, single-story building at 1725 S. Parsons Ave. The group is seeking proposals to redevelop the property while preserving the building.

 

The Nagy property is being bundled with an adjacent lot owned by the Columbus Land Bank to offer more development opportunities. 

 

"We expect the winning proposal will include additional development," West said. 

Developers must submit proposals for the site by April 29, with the goal of selecting a proposal in May. 

 

"We hope to do that in a pretty swift timetable;" West said. "The site has been vacant long enough; we don't want it to sit longer."’

South Columbus cafe and apartments to come online this summer

“Community Development for All People and the Kelley Cos. are teaming up to redevelop the former South End Hotel into a cafe and two dozen apartments. The cafe is scheduled to open in late June and the apartments will be completed later this summer.
 

The development is anticipated to spur additional redevelopment of both affordable housing and retail space in the area, Premo said. Community Development for All People has ideas for future development in the area. 
 

Premo said because the organization is a nonprofit, it is not subject to some of the regular market forces and can afford to take risks or be the first development in a blighted part of the neighborhood. This also allows the cafe to keep costs low so that they can pay employees well and keep food costs low so that it is affordable to people living in the area.

Thanks! I’ve been keeping an eye on the site. Looks like they’re getting the SFHs ready for demo.

I don’t remember ever seeing updated renderings for this project since it more than tripled in size. But the Dispatch included this one along with a little write-up in their article on the Parsons Ave fest:

It would be even better if they built another one of these at the intersection one block north of this one(keeping the older building on the north side of it of course.)  We really need housing and Parsons is ripe for it. Clintonville is probably a lost cause.  :(

 

We have to cheer on where development is possible, and the Parsons corridor is one of those.  Clintonville?-all we can do is throw our hands up in frustration lol.

Yes, please! There are still several “missing teeth” along Parsons that can be filled in, in addition to the vacant single story buildings that can go away as well. It’s so close to a major jobs center (Children’s), downtown, and GV, I’m expecting to see several more builds like this as the city continues to grow. 

I feel Parsons is more talented than Clintonville. Clintonville just has more money and more people driving though.

Two rental homes on Parsons have now been demolished to make room for The Eleanor, a mixed-use dev. The next door building housing the All Peoples Market will also need to be demolished (it will get a new, expanded space on the first floor of The Eleanor, along with another retail spot), but they may be waiting until closer to Spring 2023, the expected groundbreaking.

Price. Opportunity. And history. Landmarks doesn't solely work to preserve things that are unique or detailed. Sometimes they identify unremarkable buildings with other significance. In this case, it is an old building with a history of Hungarian business ownership lending to the history of Hungarian Village itself. 

 

Additionally, as a first time venture, the  price and scope of the project was right. Landmarks has a limited budget so obtaining and restoring and RFPing other buildings that are either too expensive to start or too expensive to preserve is not in the Landmark's purview yet. 

 

Landmarks does devote alot of time and energy working to preserve much of the city's historical buildings but this is the first hand on experiment they are trying. It's OK to start small and use a building with less character.

These buildings can also look great if the front parking is turned into dining space or some type of public space. If this could be a small restaurant, it could have great outdoor seating.

That site is currently home to All People's Fresh Market, which serves about 300 people a day. That venture will be relocated during construction of the mixed-use building and ultimately occupy the ground floor of the Eleanor, as will the Bikes for All People shop, now located across the street. 

 

Local developer Brian Higgins, PARC's executive director, said Edgar contacted him about the opportunity to develop the land the market sits on. It was not part of the initial vision for the smaller Eleanor project. Community Development for All People is "helping us do a bigger, more impactful project," Higgins said.

I seem to remember a spring 2023 being talked about before, I’ll try to find that. I’m hoping September was a misprint, since that would leave the rental houses there demoed 1.5+ years, which seems excessive.

Not a ton of new info, but based on CU’s reporting, it may be a wait for this to get started—it will need to go through the approval process again. 
 

Larger Development Now Planned for Parsons Site

“The project, from the Parsons Avenue Redevelopment Corporation (PARC), originally called for replacing two single family homes at 921 and 923 Parsons Ave. Those homes have since been demolished, but the footprint of the development has grown – it now encompasses the All People’s Fresh Market site, with the market now slated to take up residence in the first floor of the new building.

 

Also planning to make a move to a first-floor storefront in the proposed building is Bikes for All People, a bike shop currently located across the street. Bikes for All People and the All People’s Fresh Market are both run by Church and Community Development for All People.

 

All together, the new proposal calls for 5,000 square feet of commercial space in the four-story building, with a covered parking lot big enough to fit 62 cars. 

 

PARC Executive Director Brian Higgins said that the goal is for the majority of the units in the building to be affordable, but it may take some time to work out exactly how many, and at what level of affordability – factors like construction costs, financing, and whether or not the organization is able to bring other partners into the project will all figure into the final rents. 

 

Although the initial, smaller proposal already went through the zoning process – it was approved by City Council in 2021, after positive reviews from the Schumacher Place Civic Association and the South Side Area Commission – the redesign will need to go through that process again, something Higgins hopes to get started before spring.”

Community Development for All People's South End Cafe sets February opening date

“Community Development for All People's latest social enterprise is scheduled to open in February. Community Development for All People and the Kelley Cos. are teaming up to redevelop the former South End Hotel into a cafe and two dozen apartments.

 

The South End Cafe will open Feb. 20. There will be a ribbon cutting event and open house starting at 10 a.m. that day. The cafe originally was scheduled to open last summer, but there were construction delays.
 

Premo said a staff of five has been hired. Community Development for All People prioritized hiring people who are out of work, who have previously been incarcerated and who live on the south side of Columbus. Cafe employees will make $15 an hour. 


Premo said the nonprofit continues to work on funding sources for the Eleanor on Parsons project and the 70-unit Peyton Crossing project for seniors, which is the nonprofits first Low Income Housing Tax Credit deal.“

I’m looking to buy nearby and was just checking out the area. I noticed that “Singh Main St LLC” bought the property in March of 2023.

Around March 2023 of this year, I saw post on the Columbus Reddit page of someone claiming they bought the property and was opening it back up as a convenient store. Of course, this person could be making it up. I own close to this area and have lived in this area for 7 years. It's mostly safe, you will occasionally have someone rifle through your car if you leave it unlocked with items clearly visible.

It's going to be opening back up as a convenience store + gas station. The convenience store is being expanded.
