Farmers flocked to grocery stores, a hotel, even a small theater. By 1999, the old town center was beginning to show its age and the suburbs had all but engulfed it. This year, the city completed a project to resurrect the old downtown, pumping nearly $8 million into new sidewalks, on-street parking and a plaza. Now that the face lift is done, questions linger.
