Local collaboration hopes to make Cleveland Scholar House project more than an academic exercise

 

The Cleveland Scholar House would offer affordable housing, free childcare and support services to college students with young children, on a site within walking distance of Cuyahoga Community College and Cleveland State University.

 

The project, the first of its kind in Northeast Ohio, aims to replicate a model that took root in Kentucky and spread north to Cincinnati and Columbus. Such scholar houses hinge on community collaborations that extend far beyond an initial real estate deal.

 

In Cleveland, CHN Housing Partners has been exploring the concept since 2017. The most recent iteration of the nonprofit developer's plans is a 40-unit, $11.8 million project on a vacant lot along Community College Avenue, just north of Tri-C's Metropolitan Campus.

Campus District asks RTA for Downtown Loop study

 

In a recent letter, a downtown Cleveland community development corporation (CDC) urged the Greater Cleveland Regional Transit Authority (GCRTA) to revisit its 2000 Waterfront Line Phase II study that found extending the light-rail line as a Downtown Loop to be feasible.

 

The letter, sent Dec. 21 by the Campus District to GCRTA General Manager and CEO India Birdsong, followed a Dec. 11 vote by the CDC's board of trustees to make the request of the transit authority. The CDC joined with the statewide nonprofit organization All Aboard Ohio in asking for a reevaluation of the proposed Downtown Loop as a 2.5-mile extension of the 2.2-mile Waterfront Line.

This would be the coolest Cleveland project of my lifetime.

I didn't think the parapet was in that bad of shape, so i would rather it said "rebuilt" instead of "replaced", but maybe it's referring to the stuff above the deep decorative cornice?

 

Either way, i'm not worried, CBR seems to pay attention to detail.

I always loved that building.  Lived there in 98'ish, too.

That parapet is exquisite. I've never stopped to look at it. I certainly will next time I'm by there!

That's amazing. That deep "raked" mortar joint in the bricks is such a Cleveland trait. Seems like every building in Chicago is flush. A friend of mine that does it for a living said the style is a legacy of how the immigrant population of the city did it, not that any way is wrong or right. I like the texture of the deep rake.

Sisters of Charity Foundation to develop health campus in Central neighborhood

"The Sisters of Charity Foundation of Cleveland has engaged MASS Design Group, a Boston-based global design collective, to create a health campus in the city's Central neighborhood anchored by St. Vincent Charity Medical Center. ... The campus will encompass property owned by the Sisters of Charity at East 22nd Street (also known as Sister Ignatia Way) and aims to be a catalyst to revitalize the surrounding area. ... The planning and engagement phase will take place through the end of this year, according to the release. MASS Design Group will conduct research and dialogue with residents and institutions of Central and Greater Cleveland to understand the social and economic needs that the health campus should address, such as poverty, structural racism, and mental health and addiction services, building on the Sisters' history of work in behavioral health services."

 

There is a beautiful old structure right next to st vincent on 22nd and Central i hope to god they incorporate it because it really is a stunning piece of architecture and ill never forgive them if it is demolished.

Are you talking about the old County Juvenile Courthouse?

Yes, that's the old Juvenile Court and Detention facility.

 

BTW, MASS is the same firm that CSU hired for its masterplan.

Because it would cost a lot of money and it's on the low-rent side of the highway. Now, if a cap over the highway was built and St. Vincent has a lot of cool stuff planned with lots of new jobs, then that's a different story.

This a hint or a wish? I remember reading an article in the PD a decade ago talking about capping the highway.

Here are some detailed plans for the E22nd Overpass and partial capping of I-90 from an informational presentation to the planning commission at the May 21, 2021 meeting. (I had previously posted these in the Cleveland: Inner Belt/I-90 News & Info). The landscaping designs have not been finalized. There is committed funding for this section of the innerbelt project (CCG3A). Here is the projects timeline:

To help get an idea of what these might look like, here are two projects on the Columbus innerbelt that are similar to what is being proposed for East 22nd and the Campus district. The planters and fencing concept for the East 22nd overpass could be something similar to the Spring Street bridge over I-71.

The East 22nd partial capping, or "Street Deck," could look something like the Park and Goodale intersection over I-670.

This example is just one block west of one of the best highway caps out there, The Cap at Union Station, on North High over I-670. A developer could work with ODOT for something like this at East 22nd, but it is rather expensive to do and rents here likely wouldn't justify it (the North High cap cost $7.8 million back in 2005). If Cleveland were to get a proper cap of the innerbelt, it would likely be on Euclid or maybe Prospect first.

 

A wider deck could be built for the East 22nd overpass to allow for more green space and a type of linear park (like the Long Street overpass in Columbus pictured below), but that's not currently in the ODOT plans. Something more substantial like this would require more local funding from the city (who has to pay for landscaping maintenance), Campus District Inc., Tri-C, CSU or St. Vincent's.

hhhhhhh... why not just remove those shoddy exit and on-ramps and just cap the thing entirely? It makes no sense that there's an exit and on-ramp every other street. It definitely doesn't help the flow of traffic. Especially when you're driving 50, merging every 10 seconds, while about to hit a wall on the shoreway. If Cincy is in talks to entirely cap their sunken thru-ways then why cant we?

Those caps in Cincinnati have been "proposed" since the early 2000s when Fort Washington Way was reconstructed. There is no serious proposal out there to actually build them because of the cost.

Yeah, they would make a great college residential village center. Especially being in between CSU and Tri-C. Capping that block of the shoreway should be a priority.

The next phase of the Sankofa Village / Cedar Redevelopment is really coming along! It’s awesome to see how this neighborhood is being rebuilt into a welcoming and connected urban grid with quality affordable housing, especially in concert with Tri C’s campus transformation right across the street.

A subway under or streetcar over the inner belt along East 22nd would be so transformative for St Vincent and Tri C along with the rest of that neighborhood.

Are those decade old plans to cap the Innerbelt there officially dead? I saw no mention of it in the article.

Yes. There are no longer plans to cap the Inner Belt -- but that could change depending on funding. A very small cap on the east side of East 22nd next to the end of Cedar could be added.

Always thought this would be a great location for retail/residential. Love it.

If the stated $5.9 redevelopment cost includes the purchase price, this is probably an intermediate term use of the property.  I can see a teardown and replacement with something like the Edge 11-story apartment in the future.  52 units isn't going to do much for CSU's plan to boost on-campus residency numbers.

$5.9m is just the cost of construction associated with this permit application which includes architectural, electrical and mechanical. I didn't see any demolition/white-boxing in the application however.

"Partners in Innovation Landing, which will add about 50 units of housing near Cleveland State University in two buildings at 1835-1849 Prospect Ave. East, started renovations before closing on the properties because it wants to have them ready for the market in July.
