They’re drilling caissons. It’s also not uncommon to strip a certain depth of soil for various reasons, including to increase soil bearing capacity or replace unsuitable soils. Edgewater’s view mainly benefits from the at-times dark monolith of 200 PS being blocked by a reflective glass facade. Should make for some fantastic sunset shots!

They did a nearly identical dig with a similar steel retaining wall (now covered) on what I thought will be the southwest corner of the tower itself ... about where the cranes are parked in the picture. Speculation, but I believe this might have been suggested by a poster in the past. The entire site is loaded with the remnants of prior buildings (200 years worth), foundations and the like, and they need to excavated for the new construction. Since the plan is to eventually build Phase 2 on the currently planned surface lots (hopefully I will live to see that), they might have decided to just clean the site now since they are mobilized as any such work in the future is just going to be more costly. It really should be for a day, or 2, but I'm sure if these are the caissons, they'll cover with blankets and may employ a ground thaw machine. They also probably have admixtures in the mix to help with the cold. Plus, the bulk of the caissons will be underground and thus insulated from surface and the frost in the ground and cold (Subfreezing) air we are expected to get this weekend. The frost line here is 42 inches down from the surface. But that’s the extreme. If anything, they could add calcium chloride (salt) to the top 3 1/2 feet of the pour.
