I don't think civic leaders are looking at the square as a silver bullet project to ignite development on the lots. I think they are working in conjunction with developers of those lots.

The JC was built in the late 70. Building were already torn down and the remaining buildings were not housing. I'm old enough to know what places like Metropolitan Cafe were before the WHD took off. The majority of the WHD were clubs and businesses that dealt with the sex trade.
