I was showing this thread to a coworker, and this caught his eye.

 

 

Were the 3 vertical elements in above the marquee glass block?  If they were, they would probably have been lit with neon originally.

I would guess yes. You can see the holes on the top of the marquee itself where the neon tubes were attached. The glass block neon combination was used extensively during the art deco period.
