Shops at Fallen Timbers, promised for eight years, barely on the radar

If there is such a thing as a stealth shopping complex, General Growth Properties Inc.'s Shops at Fallen Timbers might be it.  Twelve months ago in Las Vegas, visitors to the company's booth at the International Council of Shopping Centers convention were dazzled by the proposed retail project in Maumee, which the nation's No. 2 mall developer prominently featured in its booth.  This year at the convention, the project information was relegated to an obscure display.

 

That and the attention that retailers at the gathering lavished on the Perrysburg market raised questions among convention-goers of whether General Growth has cooled on the 1 million-square-foot shopping center it has been itching to build for eight years. 

 

A company spokesman said commitment to Fallen Timbers is as solid as ever, and its planned autumn, 2006, opening is unchanged.  But Pete Shawaker, a partner at Michael Realty Co., a Toledo commercial real estate firm, said the developer apparently doesn't have enough stores signed up to go into the project.

Work begins on Fallen Timbers shopping site

Eight years after it was announced, and having undergone numerous starts and stops, work has begun on a huge shopping complex in Maumee near the site of the historic Battle of Fallen Timbers. 

 

"We have started construction," said Julie Jacoby, a spokesman for General Growth Properties Inc., Chicago.  The Shops at Fallen Timbers, which is to contain nearly a million square feet of space, will be completed by October, 2006, she added. 

 

Although some local real estate experts still privately question whether General Growth has yet made a firm commitment to complete the project, extensive work is under way on the site near the interchange of U.S. 24 with I-475/U.S. 23.

Whoa, that was sudden.  Just when interest in this story was at an all time low, and everyone was convinced the whole project was a lot of hot air, they start construction.

Developer jazzes up plan for Fallen Timbers

With a rival "lifestyle center" shopping complex already open in the Toledo area, General Growth Properties Inc. is jazzing up its Shops at Fallen Timbers retail project planned for Maumee.  The developer's latest plans show 110 acres of stores, boutiques, and restaurants around a half-acre man-made lake to be fed by springs and parking-area rain runoff.

 

General Growth of Chicago previously intended Fallen Timbers to be an enclave of retail buildings resembling a turn-of-the-century Midwestern main street.  That configuration was similar to the rival Town Center at Levis Commons in Perrysburg, which opened in October.

 

The Maumee project developer, however, thought the main-street design was becoming a bit too prevalent, said spokesman Julie Jacoby. Company officials toyed with the design and finally thought about putting in a lake, she said.  The project was altered again, based on the success it had by adding a 3.5-acre man-made lake to Jordan Creek Town Center, a retail complex it opened last year in Des Moines.

Planners table decision on changes for Maumee mall

 

The Maumee planning commission made no decision last night on proposed changes to the site plan for the Shops at Fallen Timbers, near U.S. 24 and I-475.  General Growth Properties Inc. of Chicago submitted a revised site plan in July.  The changes include moving mall access from Jerome Road further south into a more residential area.

 

Part of the land needed for the previous plan belongs to Isaac Development Co. of Maumee, and the two developers have not reached an agreement on whether General Growth can use the land.  "We have been unable to acquire this right of way," said Ron DenAdel, a vice president of General Growth.

Panel OKs Shops at Fallen Timbers site plan

 

The Shops at Fallen Timbers retail project is moving forward after the Maumee Planning Commission last night approved a revised site plan.  By a 5-1 vote, the commission approved a plan that turns Jerome Road into a cul-de-sac, removing an intersection with Russell Road.

 

The plan was approved with several conditions requiring the developer, General Growth Properties Inc. of Chicago to improve intersections and roads around the retail center.  It also requires an agreement between General Growth and the city about roadway improvements outside the city.

 

Commissioner James Jones said the project needs to move forward, and other concerns could be addressed later.  After residents expressed safety concerns last month about a version of the plan submitted in July, General Growth revised the site plan again to eliminate mall traffic on Jerome.

The Fallen Timbers shopping center project in Maumee has faced eight years of design changes, governmental delays, and growing competition, but through it all, its developer has insisted the project is moving forward.  Now, General Growth Properties Inc., of Chicago, is offering one more guarantee that the Shops at Fallen Timbers outdoor "lifestyle" center will be built and will open on March 28, 2007.

 

With the announcement Friday of the city of Toledo's commitment to help redevelop the Southwyck Shopping Center into an outdoor center with retail, office space, and apartments, Toledo Mayor Jack Ford commented that he thought it unlikely Fallen Timbers would go forward.

 

Area retail experts had become skeptical that the project would ever get done.  General Growth has talked about breaking ground on the project nearly every year since it acquired the land in southwest Lucas County in 1998.

Landowner files lawsuit over Fallen Timbers plan

 

The owner of land near the Fallen Timbers shopping center project in Maumee yesterday filed a lawsuit in Lucas County Common Pleas Court to stop a new site plan that recently was approved for the project.

 

Isaac Land Investments, which owns and plans to develop 310 acres next to the Fallen Timbers center, said changes in the revised site plan were unlawful and asked that the plan be reversed, set aside, or vacated.  The approval came on Oct. 24 to accept a site plan that turns Jerome Road into a cul-de-sac, removing an intersection with Russell Road. 

 

The change was designed to eliminate mall traffic on Jerome.  However, Isaac Land Investment claims the plans would hinder its ability to develop land near the project.

Telephone poles have been dropped off by Toledo Edison within the last 2 weeks and dump trucks are dropping loads of dirt on site.  Maybe this is a sign the spring construction season is about to begin???

:mrgreen:  It's happening, mon!  More telephone poles have been dropped off to bring electricity to the site and dump trucks are rolling in.  Word has it, foundations are going to be poured soon and the city is working with the developer to name streets and determine address numbers.  As a side note, material is being brought in soon to complete the pedestrian bridge over US24, just east of Fallen Timbers Lane.

Lease details expected in April

 

As site grading is under way, the developer for the Shops at Fallen Timbers retail project in Maumee said steel structures should be going up soon.  General Growth Properties Inc. of Chicago seems to be on track with the 110-acre project off of Jerome Road and U.S. 24, about a mile west of I-475/U.S. 23 interchange.

 

General Growth said last fall that it expected large-scale construction by the spring for its 1 million square-foot open-air "lifestyle" center.  Originally conceived as an enclosed mall, the project - in development for eight years - was changed to an open-air center in 2003.

 

For the past few weeks, crews have been installing sewer and water pipes and grading the site.

Building awaits accord on roads

The development of the Shops at Fallen Timbers off U.S. 24 in Maumee is proceeding slowly.  Developer General Growth Properties Inc. of Chicago has been doing site work for months but can't start putting up structures until it reaches an agreement with Maumee over who will build and pay for new roads for the site, just south of the U.S. 23/I-475 interchange.

 

That agreement was a requirement of the site plan, which was approved by the Maumee Planning Commission in October.  City officials hope that agreement will be reached soon.  "We think we're getting close now to solving that problem," city Administrator John Jezak said.

 

The approved site plan would turn Jerome Road into a cul-de-sac, removing its intersection with Russell Road. Residents on Jerome had worried about mall traffic on the road.  The Isaac Group, which owns 310 acres next to the mall that it plans to develop, would have to give land to the city for a new Russell-Jerome connector, which would be farther north on Jerome.  The new connector would keep mall traffic off the part of Jerome in the city.

Fallen Timbers deal advances

 

The Shops at Fallen Timbers retail development could soon have the tax agreement it needs to move forward.  Maumee's finance and economic development committee agreed 2-0 last night to recommend that council approve the agreement, which would abate 100 percent of the property taxes on new development for 30 years.

 

Under the agreement, the city will make infrastructure improvements, including a connection between Russell and Jerome roads in the northeast of the property, and Isaac Land Investments will drop a lawsuit it filed against the city after the site plan was approved last year.

All sides involved with the Shops at Fallen Timbers retail project in Maumee are once again heading toward a tiff, but this one should lead to real construction after nine years of frustration.

 

Maumee City Administrator John Jezak met with representatives from developers General Growth Properties Inc., Isaac Development Co., Anthony Wayne Schools, and the Penta Career Center yesterday to go over details of a 30-year Tax Incentive Financing (TIF) plan for development of the land off Jerome Road and U.S. 24, about a mile west of the I-475/U.S. 23 interchange.

 

The agreement, which the Anthony Wayne and Penta boards and Maumee City Council must approve, could enable Chicago-based General Growth to begin building a 961,000-square-foot outdoor mall by the end of the month.

Penta Center OKs TIF for Maumee mall

 

The Penta Career Center approved the proposed tax incentive financing agreement for the Shops at Fallen Timbers retail development project in Maumee. 

 

If approved by Anthony Wayne Schools and Maumee City Council, Penta would stand to receive TIF funds annually beginning with a projected $47,195 in 2011 and peeking at $256,234 in 2036 and 2037.  The Anthony Wayne school board could vote to approve the TIF on Aug. 17.

 

Maumee City Council has essentially said it will approve the TIF if the two school districts signed off first.  Should all sides agree to the tax plan, heavy construction on the 961,000-square-foot outdoor mall off of Jerome Road and U.S. 24, about a mile west of the I-475/U.S. 23 interchange could begin later this month.

The Anthony Wayne Board of Education last week approved the tax financing agreement for the Shops at Fallen Timbers.

At long last, the Shops at Fallen Timbers retail project can really get going.  Maumee City Council approved the development and tax financing agreements for the project by a 6-0 vote last night.  "It's nice to finally be to this point," Councilman Todd Zimmerman said.  The project was first proposed in 1998.

 

Under the agreements, the developers will pay the amount they would owe in property taxes to Lucas County, which will redistribute the money to the city, the Anthony Wayne schools, and the Penta Career Center.  Both boards of education approved the 30-year agreements this month.

 

General Growth Properties Inc. is developing the 961,000-square-foot center off U.S. 24 south of I-475/U.S. 23, and Isaac Development Co. plans to develop land it owns adjacent to the project.  Isaac Development agreed to drop a lawsuit challenging the validity of General Growth's site plan for the project, which was approved last fall.

Fallen Timbers project finally taking shape

“I’m a believer now,” said John Jezak, Maumee city administrator.  It took nine years, but major construction finally has begun on the first building at General Growth Properties’ long-awaited Shops at Fallen Timbers project off U.S. 24 near the I-475/U.S. 23 interchange.

 

The steel frame of a 9,528-square-foot structure is being erected for four small stores that will connect to a J.C. Penney store.  Penney is one of four major retailers that filed detailed building plans last month for the southwest Lucas County project that originally was to be an enclosed mall but now is an open-air lifestyle center.

 

The other big stores on the plans are: Dillard’s, P.F. Chang’s China Bistro restaurant, and a large bookstore.  On its Web site, General Growth, based in Chicago, lists the bookstore as a Barnes and Noble.

After nine years of changing plans, a ground-breaking ceremony is scheduled for this morning at General Growth Properties Inc.’s Shops at Fallen Timbers project in Maumee.

 

Executives of General Growth, Chicago, along with Maumee officials will discuss plans for the million-square-foot center that is to have a village-like setting for 80 restaurants and retailers, including Dillard’s, J.C. Penney, Barnes and Noble, P.F. Chang’s China Bistro, and a 16-screen Showcase Cinemas theater.

 

Construction has begun on the 110-acre site on Russell Road just off U.S. 24 near the I-475/U.S. 23 interchange in southwest Lucas County.  The project, which once was to be an enclosed mall and has changed names twice before, is to be open late next year.

Just to let you know, the Dillard's in Downtown Toledo will be closing because of the Dillard's at Fallen Timbers.  Suburban sprawl, it's faaaantastic...

^there's no downtown dillards.  there's one in the city limits at southwyck that is mostly junky outlet crap.  it is a two-story but only the ground floor is open.  it is probably a half mile north of maumee's city limits, if that.  the southwyck people must be delusional if they think that they can keep dillards as an anchor upon redevelopment. 

 

that said, fallen timbers sounds even more ho-hum than i expected!

A year from now, the long-awaited Shops at Fallen Timbers will at last open for business in Maumee.  The developer, General Growth Properties Inc. of Chicago, yesterday revealed no new stores for the million-square-foot center, but did say the project would open on Oct. 3, 2007, nine years after it was proposed.

 

The firm opening date was the only news out of yesterday's ceremony marking the groundbreaking of the project, as steel tresses were hoisted into place on a 47,000-square-foot building.  Construction has been under way for weeks at the 100-acre site near the intersection of U.S. 24 and U.S. 23/I-475.

 

Originally conceived as an enclosed mall, the project was shifted to an open-air village with 80 shops.  General Growth officials confirmed that Dillard's, J.C. Penney, Barnes & Noble, and P.F. Chang's China Bistro will be at Fallen Timbers, and National Amusements will open a 14-screen Showcase Cinema there.  Those stores have been identified previously.  The center also will have a four-story hotel, but no name was released.

5 clothing stores file plans for Fallen Timbers

 

Five clothing retailers have filed store site plans to join the $125 million Shops at Fallen Timbers mall project off U.S. 24 west of I-475/U.S. 23, according to Maumee city building inspection officials.  Victoria’s Secret, Wet Seal, Charlotte Russe, Limited Too, and the Children’s Place will join nine stores that previously gave commitments in the million-square-foot project designed with a village-like setting.

 

The mall, being developed by General Growth Properties Inc. of Chicago, is scheduled to open in October.  Four of the five new retailers have stores in the Toledo market at Westfield Franklin Park.  Victoria’s Secret also has a store at the Southwyck Shopping Center.

Fallen Timbers signs five more retailers

 

Five more retailers will join the $125 million Shops at Fallen Timbers mall project off U.S. 24 in Maumee, including a sought-after White House/Black Market women’s apparel shop.

 

The apparel store is new to the Toledo area and is owned by Chico’s of Fort Myers, Fla. It has filed site plans with the city building inspection office.

 

Also filing are Claire’s, Hallmark, Pac-Sun, After Hours Formalwear, and Showcase Cinemas 14, which is owned by National Amusements Inc.

 

The filings bring to 18 the number of retailers committed to going into the project west of I-475/U.S. 23. The million-square-foot development with a village-like setting is to open in September. The developer is General Growth Properties Inc. of Chicago.

When the Shops at Fallen Timbers in Maumee opens its colorful streetscapes, brightly lit stores, and villagelike atmosphere at 10 a.m. Wednesday, it will mark a number of firsts.  At 1 million square feet, the open-air “lifestyle center” will be the largest retail complex ever to open in the Toledo area.  At 1.2 million square feet, Westfield Franklin Park in Toledo is bigger only because it has undergone two expansions.

 

Fallen Timbers, which experts estimate has a price tag of $125 million, is the first retail project in northwest Ohio developed by the nation’s No. 2 shopping-center developer, General Growth Properties Inc. of Chicago.

 

And with Levis Commons in Perrysburg opening in 2004 and Westfield America expanding the Franklin Park mall in 2005, the opening of the Maumee shopping center marks the first time in nearly 40 years that local consumers can shop at three such large and relatively new complexes.

Fallen Timbers for Sale?

Shares of General Growth Properties, the developers of The Shops at Fallen Timbers, plunged again today.  The big question is if and how the company's troubling financial status will impact the future of Fallen Timbers, which just opened more than a year ago.

 

A spokesperson for GGP tells us the company is considering selling 200 of its properties.  They wouldn't elaborate on which or if Fallen Timbers is one of those.

 

We've heard the Westfield Group which owns Franklin Park Mall and Simon Property Group based in Indianapolis are interested in acquiring Fallen Timbers.  Simon wouldn't comment on that possibility and Westfield did not return our call for comment.
