TIF funding approved for Glenway redevelopment

A capital improvement program project account in the amount of $750,000 for the redevelopment of Glenway Avenue has been passed unanimously by Cincinnati City Council.

 

Funding for the account comes from tax increment financing (TIF) funds from a district approved by council in March 2008.

 

Cincinnati's Department of Community Development is currently working with Price Hill Will on a Glenway Avenue Market Study and Development Plan to identify underutilized properties between approximately Gurley Road and Shirley Place.

 

Ken Smith, executive director of Price Hill Will, says that they're looking at mixed-use development for the area.

 

"Hopefully, this will be a catalyst for additional development along the business corridor in West Price Hill," he says.

 

Price Hill Will will be seeking input on the plan, and a public meeting likely will be scheduled within the next month, Smith says.

Glenway Chevrolet to close in 2010

Glenway Chevrolet announced Wednesday that it is one of the dealerships targeted by General Motors for closure as part of the automaker’s post-bankruptcy restructuring.

 

The 90-year-old Western Hills dealership will shut its doors in January 2010, according to a letter posted on its Web site from President Mark Ackerman.

Wow, I would assume the Buick and Saturn dealerships next to this are on their way out too!?!?!   

 

They will have empty surface parking lots out the ying yang in and around this part of Glenway. (Including Glenway Crossing)

 

On a brighter note, the old rail line that all of this was originally built on is now becoming available again!!

The folks at Wardway Fuels have demonstrated their commitment to staying in business on the west side.

The family business recently made a major investment in its operation - replacing its old underground fuel tanks with four brand new tanks.

Several hundred Patriot Riders from the Greater Cincinnati area are expected to show up and escort the tower, built by the Verdin Company, from Riverside Drive in the East End to Veterans Park on Harrison Avenue in Green Township.

My wife and I hear the City BBQ advertising at Xavier Basketball games all the time and makes us chuckle.  They do not have a single city location!  I can't remember all their exurban locations, but one is in the sprawling Voice of American complex.  It would be nice to have a suburban location.  Sounds like they are working their way towards the city.  Maybe in 2020 they will have a location in Clifton.

I found this odd!  This building was built just a couple years ago at the intersection of Muddy Creek, Glenmore, and Glenway and has never had a tenant.  I noticed it went into forclosure ala the giant forclosure sign that has adorned it for the past year.  Drove by today, and it is completely gone!    Now, somebody lost their azz on this deal!!!!

That would be interesting.  I was told years ago from an architect that Carl couldn't stand Cincy's building codes/restriction and pledged never to rebuild within the city limits.  I'm not sure that was ever entirely true though.

 

Has UDF built in any other city neighborhoods throughout the 2000's? 

 

Hopefully, they have kissed and made up by now!

That's interesting.  There are several UDF locations in the area already.  There is one at Glenmore and Montana, Glenway and Cleves-Warsaw, Queen City and Boudinot, and I think there is even a small one in the area by Waldenbooks, Kroger, etc, on Glenway.

^There is a small one in Bridgetown too.  4 locations within a 3 miles radius at best to any of those locations you listed along with Beavertown.

 

It will be interesting to see SOMETHING HAPPEN soon!    The city needs every bit of redevelopment they can get.  Even if it is a gas station, it will generate revenue more than that empty building that has sat there for years.

Green Township has a long tradition of honoring our military veterans - 200 years worth of tradition.

The township itself is named after Revolutionary War hero Maj. Gen. Nathanael Greene, so it's fitting the township continues to pay tribute to veterans in its bicentennial year.

New restaurant to help stock food bank

Chick-fil-A will open its newest Cincinnati stand-alone restaurant at 6475 Glenway Ave. Nov. 19, hoping to help stock the shelves of a community food bank as the holiday season nears. Anyone bringing two non-perishable food items to the new Chick-fil-A between 2 p.m. and 6 p.m. on Nov. 19 will receive a coupon good for a free Chick-fil-A sandwich. The effort to help stock the shelves of the Lower Price Hill Community Pantry reflects Chick-fil-A Operator/Owner Kenny Wilson's desire to quickly have a positive impact on the community surrounding the new restaurant.

The comments are insane.

Yeah, they really are. Although Harrison disgusts me (I work there about once a week), the west side has a lot of excellent neighborhoods (with PLENTY of money), and a lot of fun places to hang out. Don't knock it until you try it. I'm from Delhi, and its really charming (especially by Rapid Run Middle School).

Wow, this project finally got off the ground. I remember it being in a corridor study was involved with back in 2004.

The City of Cheviot is generating their own “economic development stimulus program” with a kick-off meeting for commercial building property owners, business tenants, and the general public on Monday, January 11 at 6:00 p.m. at Harvest Home Park.

 

“We're committed to doing everything we can to support our local businesses,” says Cheviot Mayor Sam Keller. And, he adds, “We're looking at some really innovative programs to attract new businesses.” Those ideas will be expanded upon over the next few months by the recently appointed “Cheviot ROCKS Committee” (Revitalization of Cheviot Knows Success) as they develop a Strategic Business District Plan.

You got it!  They now have a "UDF coming soon" sign up.

Just out of curiosity.. this was a hypothetical project of mine that concerned salvaging the Western Hills Viaduct (which the city plans to tear down). Any thoughts are welcome.

So basically nothing really new happened...just a couple things got cleaned up and/or shifted around.

^ I like it.

I like the idea, Ram, but I question if there is enough density around the Viaduct to the park to get used much. Also, the Viaduct doesn't really lead to anywhere desirable, so I don't see it working too well.

I think with proper links via bike trails and a green trail from the hillside parks - Fairview and the like- it could work. Though my biggest worry would be security (see some of the problems that the Purple People Bridge has had).

  Since when has the city decided to build a new Western Hills Viaduct?

^ They say it will be obsolete within the next 15 years.  With the financial problems, I don't see it being replaced any time soon though.

 

The idea was it would link Fairview Park and uptown to the new Mill Creek Restoration area (that would include greenspace and bike paths- http://www.millcreekrestoration.org/Documents/master_plan.pdf).  Plus, if further developed, could have a cafe or some other programed areas that would serve as a destination.

I LOVE the idea, but I picture the viaduct as being too far gone.  I would think the funding would be hard to drum up for a project of that size too.  The rebar on some of the columns has/had been exposed for years.  I haven't been on it recently but from what I remember, the patchwork was even getting bad.

I like the idea, but like Eigth and State, I'm not sure this decision has been made yet.  All rational signs may point to yes, but I don't think anything has been decided.  As a result you shouldn't speak publicly in such an authoritative way about it.

I made it clear it was a hypothetical idea.  To be even clearer, it has been ruled deficient but the city hasn't made any decisions about it.  This is an idea I'm throwing out there with absolutely no relationship to the city or anyone making decisions.

 

If this isn't the right forum for ideas like this, feel free to delete the posts about it.

I understand and appreciate the proposal here.  I should have been more clear in my original comment what I was questioning.  It was this brief part that got me:

Just because the viaduct has been deficient doesn't necessarily means that its fate is set.  Does the City in fact have set plans to tear down the Western Hills Viaduct?  If so, when?  How much will it cost?  Who's paying for it?  What's going to replace it?  Who's doing the work?

Yes, the city is planning on demolishing the viaduct and rebuilding it in the near future, but funding is the issue. It is structurally deficient, and one portion will be demolished for Interstate 75's widening.

Define planning.

I won't say who I'm quoting from the Engineers office, but the general sense is that it's too far gone to rehab and it "...will probably have to come down."

Western Hills Viaduct Rehab/Replacement (County Bridge in South Fairmount and CUF)

DOTE is currently in the process of developing a project scope for the replacement/rehabilitation of the Western Hills Viaduct. A request for qualifications from consultants has been issued. Selection of a consultant and the commencement of planning work is scheduled to begin in 2009. It is expected that all rehabilitation/replacement options will exceed $100 million. Because of this high cost, state and/or federal funds will be needed to complete the project. Consequently, DOTE is petitioning ODOT to include the Western Hills Viaduct in Brent Spence project which is scheduled for 2015.

That looks like planning.

 

It is structurally and functionally deficient. It has very little historic regard that is salvageable or savable, considering that one end was demolished in the early 1960s for Interstate 75, and that most of the span is girders, not arches. The top deck features a deck that needs complete replacement; the bottom deck features substandard lane widths, very poor sight distances, tight curves, poor access points, and other ills. There is also no pedestrian connections at all for the lower level -- from Spring Grove -- the stairs were closed off a few years ago.

Looking at the Interstate 75 Feasibility Renderings and the Preferred Alternative, no improvements will be made to the Interstate 75 mainline, nor the ramps to the Western Hill viaduct. The viaduct replacement has not been programmed into ODOT's study, as the Viaduct replacement is not an ODOT project.

When I've specifically asked individuals from ODOT and the City of Cincinnati about whether or not the Western Hills Viaduct will be lost the only consistent answer I have gotten is that the arches near I-75 will be lost, but not necessarily the entire span.  From looking at the documents provided above (thank you Ram23), those seem to indicate no real plan either.  What the financial sheet seems to indicate is that a decision has yet to be made and that funds could be used to rehabilitate or reconstruct the viaduct, or some combination thereof.

The city spent $500,000 in 2009 and will spend $500,000 each of the following years until 2014 to study the Western Hills Viaduct. The estimated cost of the span will exceed $100 million, so federal and state dollars are being sought. They are currently developing a project scope and seeking out a consultant for the project. Planning work began late last year. The city's DOT is requesting that ODOT include the Western Hills Viaduct in the Brent Spence Bridge supplemental span scope, which is scheduled for 2015.

 

Found more from a planning document, "2007 ANNUAL BRIDGE CONDITION REPORT" published April 2, 2008:

 

"Three County bridges are rated in "Poor" condition. These bridges are the Kennedy Avenue Bridge over Conrail, the Marburg Avenue Bridge over N & W Railroad, and the Western Hills Viaduct. Replacement plans for the Kennedy Avenue and the Marburg Avenue Bridges are under development. These bridges will most likely remain rated "Poor" until funds become available to rehabilitate them. In their present conditions, these bridges can safely support legal highway loads. Major rehabilitation or replacement of the Western Hills Viaduct will have to wait until after both the Waldvogel and Eighth Street Viaduct projects are completed and will most likely require well in excess of $100 million to design and construct. DOTE is working to have the Western Hills Viaduct included in ODOT's Brent Spence Bridge project which is scheduled for 2015."

^Yes, and according to the documentation provided above they are working on developing plans to either replace or rehabilitate the Western Hills Viaduct.  Trust me, I see "plans" like this come and go all the time in cities all across the nation.  If things were set in stone to demolish the Western Hills Viaduct it would be front page news.
