A double whammy!

Building permits being submitted today for "Silver Hills at the Flats" 1960 Carter Rd. I think the address is a little off, based on Google maps.

I know the clearing won’t last long but seeing this land finally shaping up really makes me appreciate the opportunity that these developments and the flats present.

Passed through SP on Sunday evening, site of the old Republic Steel Upson Bolt & Nut Division steel complex. Federal Steel & Wire acquired the plant, shut it down and demolished it for scrap. First, a pic from the late 1970s courtesy of RealStill, looking southerly from near where Carter Road cross the remaining track of the Flats Industrial RR (close to BrewDog).

Not sure if it's because this is a photo angle we don't usually see on other projects, but I've never noticed a black surface at the base of a site like this.  I wonder if it is some sort of membrane or vapor barrier being used due to the contaminated history of the site.

I noticed that also.  Looks like some sort of vapor barrier.  I also noticed the 55 gallon drums on the right-hand side.  I assume those are used for potentially hazardous soils materials.

Sorry should’ve clarified Silverhills is the one to the NW which seems to be making much more progress compared to a small pile of dirt just a couple weeks ago.

 

But the NRP project also happens to be making good progress with concrete pouring already.

I have a NEOtrans video in the works about Scranton Peninsula. We hired V1 Drone Media to do some overhead video of the development sites. I learned a lot about the work they're doing, including a new retaining wall along the NRP site and the curving portion of the railroad tracks as well as a bulkhead to support Carter Road, between the road and Silverhills' site. It's very cool and I can't wait to see the final video once it all gets stitched together. It will be posted on our YouTube channel. Subscriptions are welcome!

@KJPDo you know if any developers ever offered or tried to negotiate a land lease with the owners of the remaining majority of the land on the peninsula? If the owners want to hold on to it, besides an outright purchase (which they’re not willing to do) a land lease would be the next best thing. They get to keep the land, while the land gets developed and benefits the city.

Nicely done!  The narrator's voice sounds familiar, but I can't figure out where I've heard it before.

It be me. I hate doing narration. I suck at it because I sound like I'm reading. We had to break up the reading into three sections and the last section took me eight takes, and I increasingly didn't care how bad it sounded. I don't read out loud very well. But the boss thinks I have a good radio voice (hopefully not a radio face) so she's encouraging me to keep at it. Now she's got me doing walking tours of downtown for new arrivals to Cleveland.

Thanks, Ken - Fantastic views of the Peninsula -  and makes it clear that Scranton  might really boom over the coming years - I hope these initial apartment projects turn out optimally. 

The whole look there is about to change in a very modern, urban way.  A whole neighborhood eventually down there would be really amazing... Hopefully, those that are planning

the area's development will have high standards...

Agree with your boss too.  @KJPGreat narration.  As a general practice,  agreeing with the boss in most matters seems to be a good life strategy.

I feel like all these developers are just staring at each other waiting for the other to do something about Eagle Ave. bridge. They need to realize getting it back online will benefit everyone. The city and county need to get together and get everyone down there to chip in.

The Eagle Avenue lift bridge, assuming it is ever restored, will be a major endeavor. The city will be the responsible and will have to go through a ton of permitting from the Army Corps of Engineers, Coast Guard, Dept. of the Interior and who knows who else before construction can start. And that assumes the city can find the money. Rehabbing the Columbus Road lift bridge was a $32 million project. Eagle has been closed since 2004 because a structural  support column failed inspection. So its lift span raised and locked. Not knowing how much of the existing Eagle Avenue bridge towers or span are salvageable, I'd have to assume the entire thing needs to be demolished and start new. That's especially true at the east end which had the gradual ramp approaching the bridge. Now, Eagle east of the bridge is going to be restored but with a steeper ramp. The lift bridge's tower on the east side of the river accepts the approach at a higher elevation than the west side of the river. I'd guess that a new Eagle Avenue lift bridge is probably a $50 million to $75 million project.

 

I did some Google searches and found that the city has the bridge as an active project that's now in an alternatives analysis. The city is favoring demolition of the bridge but has other options available -- stabilizing the existing structure, removal/relocation, or replacing the historic bridge.

I found in the NOACA's draft TIP that the city wants to spend $2,928,499 to demolish the Eagle Avenue bridge over the river.

Would a lift bridge like the one in Lorain over the Black River be cheaper and easier to build?

We need a bridge. Otherwise, it will feel like I did in the 80's when I was at Sea World and looking over the water at Geauga Lake and wishing there was an easy way to get over there to where all the excitement was happening.

 

But, in all seriousness, there needs to be an easy way to cross the river. The long-term success of Scranton may hinge on it.

Hard to say.   I did some googling as well. The current bridge was built in 1931, and most recently renovated in 1991.  These things were built to stand the test of time.   It may be salvageable, especially since it hasn't had the ravages of road salt for the past 20 years.  Also, most of these lift bridges use the counterweights to lift the bridge.  The electric motors actually pull the weights down to lower the span.   I wouldn't be surprised if the motors are still intact that they don't still work.   It may take some re-cabling etc to bring it into safety compliance.   Certainly worth an effort to try to save this historic structure.   

 

EDIT:  I just watched the city presentation video and it appears the structure is much worse than I hoped.   I would still vote to save it though.   These things get done in Europe.  Not so much here. 

would it be way cheaper to put in a pedestrian bridge in its place instead of a full blown traffic bridge? much easier for a car to make the extra half mile to the next bridge instead of bikes/peds

According to public records, the city of Cleveland is seeking to demolish the Eagle Avenue lift bridge over the Cuyahoga River as early as next year. There are no plans to replace the city-owned bridge which links a rapidly developing Scranton Peninsula in the Flats with downtown’s Gateway District and its venues for the Cleveland Guardians and Cleveland Cavaliers.

Man, that's tough. Those bridges in the Flats scream Cleveland but finding the cash to keep them operating of even to just maintain them is really difficult. So many hands out for public works. 

 

Even so, we have to find a way to get people in and out of those peninsulas or doom them to insignificance.

With all the new Federal infrastructure money out there now, have they even tried to tap that? I’m guessing no. The demolition lobby in this town is a monster. It’s not even hurting anything just as is. Put some friggin lights on it or something. Nope, hit the erase history with no plan to put anything in its place button. Just stupid.

Not to change the subject, but I find it kind of frustrating that 2005 until the present covers all four terms of the Jackson Administration. Unless there was a previous plan to replace it completely, this was a failure to at least upkeep the bridge. 

aww, why demo again? just keep it for its iconic looks and history.

That lack of maintenance reportedly has made the bridge unstable and, if the bridge isn't removed or stabilized (at the prices shown), the bridge will eventually fall on its own.

If we get a perfectly competent, nondescript draw bridge (ala Chicago river in Chi Town) to replace it, that would be acceptable. Otherwise it's a tragedy.

A new, welcoming (beautiful, too, please)  pedestrian bridge would really be a winning scenario....

Hopefully the Flats Ind. Railroad bridge can become that, before we decide that needs destroyed too.

I don't see any scenario in the city of Cleveland where a pedestrian only bridge with the necessary 100' vertical clearance, or moveable with a 24/7 operator, is built.  

 

Plus in this case it doesn't make sense.  Scranton is likely going to be booming in 10 years.   It will need the additional vehicle access.
