Dublin to let Shoppes at River Ridge get more-visible signs

The new owners of the Shoppes at River Ridge are going to get an assist from the city of Dublin in promoting the struggling shopping center.  Two Miami-based real estate firms bought the 103,000-square-foot development for $6.1 million Dec. 23, and said in a story about their plans in this week’s paper that their first priority is raising its profile.

 

Dan Phillabaum, Dublin senior planner, said initial discussions with Mast Capital Inc. have focused on what the owners can do with the center’s signs to reposition and rebrand the development at Route 161 and Riverside Drive.  The city’s proposed Bridge Street Corridor Development Code will give the owners more flexibility with their marketing.

Dublin Grows Upward: The Bridge Street Corridor Calls for Urban Development

The City of Dublin is an affluent Columbus suburb typically known for it’s good schools, easy access to jobs, and low density housing and retail developments that have rapidly sprawled outward over the past forty years. Overall, a fairly average suburban community in appearance, crowned with a quaint historic Downtown intersection that is home to a small selection of local shops and restaurants.

 

Fast forward another forty years and things may look drastically different. Officials with the city’s planning department have been steadily working on the Bridge Street Corridor plan, which calls for the redevelopment of 1,000 acres located at the core of Dublin, roughly defined by Sawmill Road, State Route 161 and the arc of Interstate 270. Essentially, this development would capitalize upon the success of Historic Dublin and expand around it with denser urban infill that woud take the form of multiple mixed-use neighborhoods built side-by-side throughout this entire area. The Corridor could eventually host over 8,000 residential units in over 15 million square feet of mixed-use space, and be serviced by new mass transit lines connected to Downtown Columbus or other suburban communities.

Bridge Street plan clears planning and zoning hurdle

Dublin Planning and Zoning Commission members, at their Feb. 2 meeting, gave a thumbs up to the Bridge Street Corridor Plan, a development code for Bridge Street and areas beyond focused on transforming the region into an urban, pedestrian-friendly area.

 

Dublin City Council members have final say in adoption of the plan, but Planning and Zoning members issued a positive recommendation to council members to adopt it.  Council members are expected to consider the plan at their Feb. 27 meeting.

Foegler returning to Dublin to help with Bridge Street plan; splitting time with Ohio State

Dublin has rehired its ex-city manager to help redevelop its Bridge Street corridor.  Terry Foegler will rejoin the city part-time starting April 2 as director of strategic initiatives and special projects.  The Dublin resident served as the city’s chief executive from February 2009 until August 2010, when he became associate vice president of physical planning and real estate at Ohio State University.

 

While with Dublin, Foegler initiated a study of redeveloping the Bridge Street corridor along Route 161 from Frantz Road through the city’s downtown to Sawmill Road.  The idea is to turn it into a higher density, urban development district. ... Dublin City Council likely will consider approving the development code as early as March 26 after the measure was tabled Monday night, with the rezoning likely in April.

Apparently, it's not sufficient to just approve the zoning plan that will allow Dublin's Bridge Street Corridor Plan to move forward.  To actually begin redevelopment, Dublin's City Council must actually rezone all 808.7 acres on 388 parcels from the old pre-Bridge Street Plan zoning to the new post-Bridge Street Plan zoning.  So that's what Dublin City Council did on Monday, April 9th.

Wendy’s planning new flagship restaurant across from Dublin HQ

Wendy’s Co. wants to build a restaurant across from its world headquarters in Dublin that can serve as a flagship for the burger chain, highlighting its latest designs and showcasing mementos from its history.

 

If approved, the restaurant would replace an aging Wendy’s at the corner of Riverside Drive and Route 161 and could provide a much-needed hand to the Shoppes at River Ridge shopping center, which has struggled since it opened shortly before the recession.

Can't argue with that.  They should've kept it.  Looking back it seems like Wendy's course was set when they went public, built their HQ in Dublin and then the company founder died.  They really lost interest in the original downtown site after that.

 

There was a little more about this in last Saturday's Dispatch: Wendy's to open nostalgic test site.  According to the Dispatch article, the City of Dublin is planning to build a roundabout at Dublin-Granville Road and Riverside Drive.  The roundabout would take away much of the property at this intersection where an existing Wendy's restauarant is located.  That likely helped Wendy's decide on building a new one next door.

I don't know if big chain fast food does that well in the kind of CBDs we have here in Ohio anymore. I know there's Subways, but when Downtown was at the bottom, it had a two Wendy's, a McDonald's (not the Market Exchange District one, the 2-story one across from the Statehouse and later the one by LeVeque). I'm trying to think what other ones it had in the '80s and '90s. But the Cincy CBD doesn't have much in the way of that kind of stuff either. Fast food needs either really high density or a busy drive-through these days or else it's really tough for them.

 

I think a lot of downtown dwellers (both workers and residents) these days are against fast food or just don't dig it.

It looks like two parts in Dublin's Bridge Street Corridor Plan are starting to heat up.  The first is the privately-owned Dublin Village Center shopping center in the northeast portion of the planning area.  The second is the Scioto River/Riverside Drive area in the central portion of the planning area.

The owner of the Dublin Village Center's deal to secure AMC Entertainment Inc. as an anchor is allowing broader plans for redeveloping the 49-acre shopping center to take shape.  Dublin-based Stavroff Interests Ltd. has extended the lease of the 18-screen AMC movie theater, which committed to $8 million of improvements to the moviehouse that opened in 1989 with 12 screens.

The company also has expanded its development site to 65 acres through the purchase of Rite Rug and Goodwill Industries stores on Sawmill Road and a joint development agreement with the owner of a vacated BJ’s Wholesale Club.  Stavroff has worked with Dublin on a redevelopment plan as city officials forge a strategy to promote high-density projects along Bridge Street and West Dublin-Granville Road between Frantz and Sawmill roads. ... Stavroff has raised the prospects of multifamily housing, retail and restaurants as part of that strategy and expect details of a plan for up to 1 million square feet of development to emerge this spring.

^ The above post looked at redevelopment plans for the privately-owned Dublin Village Center shopping center in the northeast portion of the Bridge Street Corridor planning area.  The Scioto River/Riverside Drive area is also moving ahead with its own redevelopment plans.

 

The Scioto River/Riverside Drive area is in the central portion of the Bridge Street Corridor planning area.  It is located next to and across the river from Dublin's original village downtown, also called the Historic Core.  Redevelopment of this area looks like it will be taking a public-private partnership route. 

 

Some of the public efforts include the City of Dublin buying land on the east side of the Scioto River.  This land purchase would allow Dublin to relocate a portion of the existing Riverside Drive.  The plan is to move Riverside Drive eastward and do the following: (1)Reconfigure Riverside Drive into a tree lined boulevard with new curb cuts to future urban street grids to its east; and (2)Allow a new public park to the built between the new Riverside Drive and the Scioto River.  A pedestrian bridge from the new park over the Scioto River to the existing Historic Core is also proposed.

 

Some of the private redevelopment efforts would include the demolition of the existing Bridge Pointe Shopping Center at the northeast corner of Bridge Street (SR 161) & Riverside Drive.  This area would then be redeveloped to the new Bridge Street Corridor standards along with additional privately controlled property east of the relocated Riverside Drive.

Taken in isolation, Dublin’s $3.5 million purchase a few weeks ago of 12 acres along Riverside Drive — the site of the former Digger & Finch Grille & Pub — doesn’t seem like a very big deal.  But consider that a developer, one of like-mindedness with the city’s idea to transform the area, controls another 12 acres of surrounding property.  The developer, Dublin-based Crawford Hoying, also bought an office building in December in a prime location on the western bank of the Scioto River on the opposite side of Riverside Drive.  Taken together, city leaders say, those moves mean they are serious about turning a stretch of the waterway into Dublin’s finest amenity and its core destination.

 

The idea is to redo the intersection of Riverside Drive and Bridge Street (Dublin-Granville Road) to relocate Riverside Drive and make it a tree-lined parkway, to create a vibrant park along the river and build developments where people can live, work and play.  Members of the Planning and Zoning Commission and City Council recently got their first look at what’s emerging as the next priority phase of the city’s Bridge Street Corridor Project.  It’s all still conceptual, but city leaders have seen images of what they say they like: a flashy, modern pedestrian bridge connecting the downtown Historic District on the west side of the river to what would be a newly developed park on the east side.

 

That park would be bordered by dense development - city leaders want 25 units of housing to the acre at a minimum, perhaps as many as 40, including multistory apartments and condos with stunning river views for residents on the top floors and businesses or offices down below.  Riverside Drive would have to be relocated to the east to make room for the park.  The initial drawings show a new roundabout at the Bridge Street and Riverside Drive intersection.

Dublin Sees Apartment Project as Catalyst For Urban Neighborhood

Edwards Communities received initial approval last month to build a four-story, 324-unit apartment complex just northeast of the newly-renovated AMC Dublin Village Theater.

 

The proposal calls for one large building broken roughly into three sections, each featuring an interior courtyard.  Over 500 parking spaces will be offered, including a small surface lot and some on-street spots, though most parking will be accommodated by a first-floor parking garage.

Dublin Village Center TIFs awaiting approval

Redevelopment in the Dublin Village Center is proceeding, but not without a few snags.  Dublin City Council members last week heard a few ordinances regarding the redevelopment of Dublin Village Center and approved a preliminary plat for four new roads in the shopping center.

 

The first reading of a Tax Increment Financing District was heard by council members and is expected to be approved at the Aug. 12 council meeting.  Staff was hoping to approve it sooner, however, so Edwards Communities could start construction on its 324-unit apartment development north of the Dublin AMC Theater where a portion of strip center stands.

 

"This really sets the framework for the implementation of the redevelopment of Dublin Village Center," Terry Foegler, Dublin's director of strategic initiatives and special projects, told council.

Indus eyes Marriott flag for new hotel in Dublin’s Bridge Park development

Perhaps the busiest hotel developer in Columbus will grab a share of the Bridge Park development planned for the crossroads of Riverside Drive and West Dublin Granville Road.

 

Indus Hotels plans to develop a 196-room, limited-service lodge as one of the commercial anchors of the $250 million to $300 million development Crawford Hoying Development Partners unveiled last night at a community forum in Dublin. The city updated about 250 residents and others on the progress of its Bridge Street district plan.

Columbus Underground also had a report about an infill mixed-use development being proposed for a one-acre site north of Bridge Street in Dublin's historic downtown.  The proposed development would also be just south of the landing site for the proposed pedestrian bridge on the west side of the Scioto River in the Bridge Street Corridor Project that would lead to a park and large mixed-use development on the other side of the river.

 

The project would consist of two buildings containing of the following:

 

- retail and/or restaurant space in the southern-most building facing Bridge Street; office space above the retail/restaurant space;

- 27 condominium units on three floors to the north of the retail/restaurant space in both buildings;

- lower level parking garage accessible from the back of each building;

Dublin secures future parkland along Scioto River downtown

The city of Dublin has secured more future parkland on the west bank of the Scioto River as developer Crawford Hoying Development Partners works on a mixed-use project on North High Street in downtown Dublin.

 

The developer’s 94 N. High Acquisition LLC affiliate paid $2.9 million for a small office property at 100 N. High Street.  That property is immediately north of the property at 94 N. High the same affiliate bought in late 2012 for $2.65 million.  But the developer immediately sold 2.67 acres of the 100 N. High property – sans the one-story office building – to the city along with another nearly 4.8 acres from the 94 N. High site along the river for $2.4 million.

The city in a Dec. 5 memo to council said Crawford Hoying will demolish the 100 N. High building, but not until sometime after December 2014 - with details of the mixed-use project on the remaining property will get unveiled in the coming weeks.

Back to the Bridge Street master plan area.  Casto is planning a nearly 400-unit residential development near Dublin Village Center.  Casto's proposal joins an Edwards Communities 324-unit apartment development at Dublin Village Center and a Crawford Hoying 1100+ unit/mixed-use development along Riverside Drive proposed last year.

The area between Dublin Village Center and Riverside Drive will get special attention at the Dublin Planning Commission’s Feb. 20 meeting. ... Casto Communities will get a first review of its plan for 392 apartments along Tuller Road around the corner from Byers Dublin Chevrolet.  The complex of 30 three-story buildings designed by Sullivan Bruck Architects would be close to the Sycamore Ridge apartment community that opened about 15 years ago.

But for a real loooooong delay, take a look at this three-story, 66,000-square-foot building, which is slated to house 80 assisted-living apartments in Dublin.  Apparently the Virginia company that halted its construction in 2009 is ready to start finishing it this year.

Sunrise Senior Living commits to finishing stalled Dublin project

The skeleton of the stalled Sunrise Senior Living project in Dublin has stood as a sign of the Great Recession’s impact on commercial real estate for about five years. ... Plans call for work on the project to resume in May with a completion set for summer 2015.  The project at 4175 Stoneridge Lane near the Shoppes at River Ridge shopping center along Route 161 is about 30 percent done.

 

McLean, Va.-based Sunrise Senior Living halted work on the project in 2009, shortly after posting a loss of $439 million for the previous year.  It said lenders had cut off new loans and lines of credit after it fell out of compliance on $119 million in debt.

NBBJ to design new Dublin library, with location still up in the air

The Columbus Metropolitan Library board has selected NBBJ to design a new library in Dublin, but the location of the project remains unsettled.

 

Library spokesman Ben Zenitsky said expects to start work on the $18.3 million, 42,000-square-foot project in 2015. “In terms of whether the library will be relocated or rebuilt on the same site, all options are being considered,” he said.

 

The existing 20,147-square-foot branch opened in 1980 at 75 N. High Street.

Dublin highlights Bridge Street District, improved finances, and better roads in State of the City

Dublin officials highlighted a year of progress with the Bridge Street District and other accomplishments during their annual State of the City event Thursday night at Wendy's Co.'s headquarters.

A big topic on the night was the Bridge Street District as Dublin tries to transform the city's core into a dense, walkable environment in sync with changing trends in urban living.  Terry Foegler, who's leading the city's efforts, said developer interest "has been extraordinary" lately as the plans have progressed.

 

Regular readers of Columbus Business First would have been familiar with those developments, such as the purchase of Scioto riverfront for parkland, Crawford Hoying's massive Bridge Park project, the Columbus Metropolitan Library's plans for a new Dublin branch, and the progress toward what Foegler called "the mother of all roundabouts" planned for Riverside Drive and Route 161/Bridge Street.

More about a Crawford Hoying development located on the west side of the Scioto River and north of Dublin's historic downtown (first reported here in this thread).  This would also be located across the river from Crawford Hoying's larger 1125-unit mixed-use urban development (previously posted here in this thread).

 

According to Business First at http://www.bizjournals.com/columbus/blog/2014/03/crawford-hoying-planning-42-luxury.html, the development north of Dublin's historic downtown would have "42 luxury condominiums atop 20,000 square feet of retail and 20,000 square feet of office on land at 94 N. High Street and 100 N. High Street".  Also in the Business First article, Crawford Hoying said it expects to break ground this September on that 42-unit mixed-use project as well as the larger 1125-unit $300 million Bridge Park development on the other side of the Scioto River.  That mixed-use project would be connected to the North High Street side by a pedestrian bridge the City of Dublin has pledged to build over the river.

Crawford Hoying unveils updated plans for Bridge Park in Dublin

Dublin officials and residents got their first look Monday evening at revised plans for Crawford Hoying Development LLC’s $300 million Bridge Park mixed-use development.

 

The developer first unveiled the conceptual plan in October, but the update has 200,000 square feet of commercial office space, up from 140,000 square feet, while retail and restaurant space also have increased.

Most of the Bridge Street District redevelopment update at Monday night’s Dublin City Council meeting focused on Crawford Hoying Development Partners’ $300 million Bridge Park development along Riverside Drive.

 

But the developer also offered more details of its more modest plans for a 20,000-square-foot, two-level mixed-use project at 94 N. High St. on the west side of the Scioto River.

Crawford Hoying taps Continental, Dugan & Meyers for Bridge Park construction team

Dublin-based Crawford Hoying Development Partners has picked Continental Building Systems and Dugan & Meyers Construction Co. to help with the construction of Bridge Park and Bridge Park West, the urban development that will begin this fall in Dublin.

 

“One advantage is speed,” Crawford Hoying principal Brent Crawford told me about the developer’s decision to expand the construction duties outside its Brackett Builders affiliate. “We can’t do everything in house.”

 

Bridge Park is the $300 million project at Riverside Drive and Route 161 that calls for a mix of rental and for-sale multifamily projects, retail, office, a 152-unit hotel and a lot of restaurants. ... The North High condo and retail project across the Scioto River - previously posted here - has been dubbed Bridge Park West.

Bridge Park West goes before Dublin architecture panel

Crawford Hoying Development Partners has a date with the Dublin Architectural Review Board as the developer makes its way toward construction of its Bridge Park West downtown condominium complex.

 

The panel on Nov. 19 will review the project's site plan, according to its agenda.

Dublin’s Bridge Park West nearly sold out months before construction

 

The developer of the Bridge Park mixed-use projects in Dublin expects to have the portion set for 94-100 N. High St. under construction before the end of the first quarter.

 

I wrote Friday that the Dublin Architectural Review Board would review Crawford Hoying Development Partners' mixed-use Bridge Park West project with 15,000 square feet of restaurants and other retail as well as 20,000 square feet of offices in a two-story building along the street and a seven-level condo mid-rise in the back toward the Scioto River.

Tuller Flats deal could help pay for John Shields Parkway

The proposed Tuller Flats development that is expected to bring 420 apartments to Dublin could help pay for the majority of the construction costs for John Shields Parkway.  Dublin City Council last week heard the first details of a possible agreement between the city and developer Casto that would bring a tax-increment financing, or TIF, district to the Tuller Flats land that would help fund the construction of John Shields Parkway and internal roads in the development.

 

"As we've discussed previously, with any development in the Bridge Street District ... there will need to be a partnership between the city and developer in regards to infrastructure needs that will be required in regards to Bridge Street," City Manager Marsha Grigsby told council members at an Oct. 6 meeting about the Bridge Street District.

 

A network of streets is planned for the area of the Bridge Street District on the east side of the Scioto River, including John Shields Parkway, a road that will provide east-to-west movement from Sawmill Road to Riverside Drive.  A small portion of John Shields Parkway is currently under construction behind the Vrable skill-nursing development being built off Tuller Road, but much more would be needed for access to the site where Tuller Flats is proposed.  Tuller Flats is planned for about 21 acres of land on Tuller Road, said Terry Foegler, Dublin's director of strategic initiatives and special projects.
