It's unclear what is going on, as Newsom's declaration was made during his state of the state address and is not bound to anything.

The state will likely be on the hook to repay the federal grants it received (including, possibly, the money it got from Ohio), even if the central valley segment is activated with some sort of passenger service, because those grants might have been awarded in the context of the overall project. 

 

Also, CAHSR bonds are currently paying for grade separation projects near LA and on the SF-Gilroy Caltrain electrification project, which is physically underway.  So they're possibly running into the need to sell more bonds to finish phase 1 in the Central Valley because the bonds that could have finished it are being spent outside the scope of the Initial Operating Segment. 

 

Also, the central valley segment has no tunnels and so conventional diesel locomotives will be able to operate on it.

The House was initially scheduled to take up the bill Tuesday afternoon. But several hours into legislative session, House Speaker Lee Chatfield, R-Levering, said in a statement he was setting the issue aside because “the proposals in front of us do not work for everyone.”

“Several representatives and community leaders wanted to find a way to opt their communities out of a transit plan and reform the current system," he said. “But unfortunately every plan on the table had the potential unintended consequences of making property tax increases more likely in other areas of the state.”

The latest article at Cato was written by O'Tool so hopefully that means his propaganda doesn't have any real legs

Unfortunately he hasn't been debunked everywhere like he has on urban sites.

Let's say there are 2 fruit barrels and 100 hungry people. A government program fills 1 barrel with 100 apples and puts nothing in the other one. People are asked to pick a fruit to eat.

 

This is done this way every day for 80 years.

 

This process leads to the 3-part conclusion that:

1. Everyone loves apples, and it's been that way for generations.
2. No one likes bananas, and it's been that way for generations.
3. The idea that the government would ever spend a dime on putting even just 5 bananas in the other barrel would be a huge waste of taxpayer dollars because of points 1 & 2.

 

This is the logic behind the main argument against building rail-based transit in America.

In my former capacity at All Aboard Ohio, I sent him and other members of the council polite suggestions on how to fund/improve/reform Amtrak. Cox told me not to send him anything and then blocked me, causing my reply (ie: "you don't want to hear any reform ideas?") to bounce back to me as unread. After that, I began to refer to people who parroted his BS as Cox Suckers.

A day after Florida bans bus and bike lanes, while promoting more highway widenings, Miami Beach is asking employers to stagger work shifts to relieve traffic congestion. Florida would do absolutely anything before considering transit.
