That requirement was in the infrastructure bill but it got pulled out of the Senate version. Actually, it's that the feds pay 80% of the cost of new capacity but 0% for maintenance. I don't know how well the idea would work. I thought it might get a conversation going, which it did.

February 6, 20241 yr ^Remember how before 2000 people used to find out how expensive the insurance was on a vehicle BEFORE they bought it to make sure it wasn't too high? They would cross-shop different vehicles based on the insurance cost and wouldn't buy an SUV if it was too expensive to insure as compared to say, a Camry. Now they don't do that at all. They're getting what they want no matter the insurance cost. It's considered incidental.
