The change is the result of that and other busy railroad corridors being governed by a new, federally mandated rail traffic management system called Positive Train Control. It's a computer-aided dispatching program that interacts with all trains on an affected rail corridor. It's possible that certain "windows" in the corridor's train schedule were built into the software program to allow for the bridge to be raised so river shipping traffic can proceed.
