Nice looking city.  What brought you to the Twin Cities in the depths of winter?

Awesome.

Can you see the Minneapolis skyline from downtown St. Paul or vice versa?

good question. far as i could tell, no, not from the ground. they are only 10 miles apart, but they are seperated by bends in the mississippi. also, in st paul, the st paul cathedral is up on a hilly neighborhood that is in between both cities and blocks any view. however, certainly up in some of the office buildings you could see each other's skylines.

What!?!  Next time you're there, or if you're still there, you NEED to go to that Cathedral and then walk around the neighborhood.  St Paul is not known for its downtown, it's known for its stately neighborhoods.  Summit Ave (which begins at the Cathedral and ends at the Mississippi) is without a doubt the best example of a Victorian Boulevard in the country.  If you walk around the area between Grand and Selby, from the bluff to Western you'll find endless architectural treasures.  Here is a shot of Selby and Western from ck1sq on Flickr:

You definitely can't see the other downtown from anywhere in downtown St Paul.  The only place you can is from an overlook in the Dayton's Bluff neighborhood East of downtown St Paul.  I believe this is the only spot in the entire metro from which you can see both skylines.  Here's a shot from the bluff:
